This action aroused a great disturbance in China. Shippers argues with carriers drastically as to the collection of THC ever since. Every party has his own point of view.THC, a kind of extra charge, is collected by carriers from shippers. This charge is a cost for inland haulage services from container depot to the vessel alongside. This service is handled by the third party. The author stated very clearly that THC collection is reasonable due to the character of THC's difference from ocean freight. THC can be peeled off directly from ocean freight without any excuse. It must be reasonable and transparent. THC collection only remedies the on-shore cost of using the container terminals. On the other hand, the seller and buyer can define the paying party of THC while signing the trading contracts. THC can also be negotiated to be included in freight in the shipping contract.In the last section, conclusions can be drawn. THC collection has the rationality. The conflict of THC between shippers and carriers essentially means the conflict of the interest. Market should be the factor to decide the interest among shippers and carriers. China has to speed up the process with transition to international practice, set up our comprehensive maritime regulations and laws, and try to improve the competitive advantage of China in international market.
