Study On Intensive Land Use Evaluation And Policy In High-Tech Industrial Zone

Currently, as the rapid growth of our country’s economy, the land supply and demanding problems in cities of various levels have been becoming more and more critical, especially among the metropolitan areas. While it is necessary to increase land supply to a certain amount, it is more important to leverage the full potential of existing urban land. Only after we focus on using land frugally and collectively, can we achieve the following goals:Saving large among of agriculture land; Mitigating the problem between the demand and supply; Promoting the evolution of industry structure; Increasing the average output of the land.High-tech industrial zones were selected as the target for our research and analysis, with the focus on issues in the area of land utilization and management. By introducing foreign theories and practices in the area of urban smart growth and urban redevelopment, this research explores the strategies and governing policies for land unitilztion based on the concept of relational growth in urban area.It used Nanjing Xuzhang Software Industry Zone as a case study example. Practical data were taken from the site, and then they were summarized and analyzed in a qualified and quantified way. The current overall picture of land utilization in XuZhuang Software Zone was analyzed from three aspect:Overview level, intermediate planning and zoning level and Macro analysis at business unit level. The land usage level was evaluated from the following aspects:currently land utilization situation, effectives of land use, land management results and results from surrounding area.Land utilization model from many domestic and international prestigious high-tech industry zones were introduced. The current land usage (utilization) situation in domestic high-tech industrial zones were analyzed and some of the existing issues as well as their root causes have been identified.The issues around high-tech zones land utilization and management were discussed, and the policy model for land utilization has been studied in detail. As a result of that, the overall strategy and implementation detail for innovative land policy has been proposed to improve the effectiveness of land utilization in high- tech industry zones.It is found that there are issues in land utilization in high-tech industry zones. The overall scale for land consumption tends to be larger than needed, economic return for the investment is low and the land zoning purpose were subjected to unregulated change. The root cause for the above issues including the local government’s reckless passion for their "administrative achievement", lacking of mature regulative policy for land utilization and inadequate capability for technical innovation and independent research. It is also found that our current situation on land utilization in high-tech industry zones needed to be improved because of the above mentioned issues as well as the following contributing fact: Single land acquisition source; Single way for land transfer; Land value is hard to realize; The subsequence management regulation is not mature.Land usage restriction has become a bottle neck for high-tech industry zones and has significantly limited improvement and directions for the future growth of high-tech zones. In order to ensure the continued development of land utilization, it is essential to adopt innovative land utilization policy, improve and utilization effectiveness and to optimize land zone planning.The implementation details for policy innovation land utilization in high-tech industrial zones includes the following aspects:Create the overall land usage planing in a more scientific way; Optimize land utilization structure; Innovate the land ownership policy; Develope new channels for the zones development model; Innovate the ways for land supply; Realize the effective allocation for land resource within the zone; Strength the supervision and management after land is allocated; Establish monitoring mechanism and guarantee the smooth implementation of tntensive land utilization management system.
