| To improve the land intensive utilization of development zones, and provide a scientific basis for the expansion and escalation of the zones, the Ministry of Land and Resources has launched the evaluation of the land intensive utilization of development zones across the country since 2008. The Rules of the Evaluation of Land Intensive Utilization (TD/T 1029-2010) showed the lack of pertinence, flexibility and comprehensibility, so it can not reflect the real meaning of the land intensive utilization of the development zones scientifically and completely, and seriously lags behind. As the main base for our country’s developing the new and high technology, the new & high-tech industrial parks hold the seven functions such as a demonstration zone, a experiment zone for technology renovation and so on. It’s also a good chance for them to expand and raise level. In that case, it’s very meaningful in reality and theories to explore the evaluation system for the land intensive utilization of the high-tech development zones.On the basis of researching the evaluation system for the land intensive utilization of the domestic and overseas development zones, especially the new & high-tech industrial parks, this essay defines the inner meaning of the land intensive utilization of the high-tech development zones, and explores Land Security Principle, Land Supply and Demand Theory, Land Compensation Theory, Rent and Price Theory, and Sustainable Utilization Theory. The essay analyzes the selective use of the evaluation system in the new & high-tech industrial parks, makes a comprehensive judgment on the goals and principles of the evaluation system, constructs a suitable evaluation model for the industrial parks, and analyzes the deep meaning of the data.In the research of the real model part, the essay takes December 31st,2012 as the point, and evaluates the land intensive utilization of the evaluation model in Suqian New & High-tech Industrial Park. It also analyzes and compares the results with that of the Rules to show that the new evaluation system is more scientific, systematic, comprehensive and available. Then the essay makes an analysis and survey on the problems of the land intensive utilization in Suqian New & High-tech Industrial Park, and consequently gives some proposal.It can be drawn from the judgment that the land management in Suqian New & High-tech Industrial Park is regulated well, that the whole structure of land use is reasonable, that the developing level of land is comparatively high. The government has got a good performance in supervising and managing the land utilization, has supplied sufficient land to the markets well and has got a obvious social benefits. However, there still exists the low intensity of land use and the poor innovative and researching ability, so the high-tech industries hold few shares, increase slowly and account for little percentage in international markets. As a result, it’s proposed that the high-tech industrial parks should realize its transformation gradually, put its developing emphasis on the tech-intensive corporations, modify its industrial link, better its industrial structure, promote its innovation, strengthen the management in order to construct the system of land intensive utilization. |
