Investigation And Research On The Problem Of The Countryside Homestead Of Use And Management

The countryside homestead is the main part of the rural construction, which belongs to the dormant assets.The countryside homestead is not only related to the housing problems of farmers,but also to the development of rural economy in China.Due to the current the countryside homestead management system is not perfect,land resources can not meet the needs of our city and the integration of urban and rural areas,led to the countryside homestead of use and management of a series of problems. The countryside homestead idle will cause a waste of land resources.the right is not place causes land property is unknown,and so on.To make the city of rapid development and the rural economy healthy and rapid development,it is necessary to find out the present the crux of the problem of use and management of countryside homestead, to reform the existing rural land system, eplorate the new management of the countryside homestead.Zhidan county is located in Yanan city of Shaanxi Province,in recent years, rapid economic growth,the residential land not reasonable utilization and management is not in place of problems appear.In this study, this paper expounds the basic theory,basic concepts of rural homestead and related policies, The author experienced the grass-roots land practical daily work, taking Zhidan County as the study area,adopt the questionnaire survey and the interview way, investigates the 65 villages in the county of 197 households in the countryside homestead right of use and management status and find out the existing problems.In view of the management of the countryside homestead ineffective, village planning is not in place, cumbersome approval procedures, the residential land right slow,basic management is weak,there are a lot of countryside homestead invisible circulation,the countryside homestead exit mechanism is not perfect and so on the many kinds of problems,on the basis of the rural homestead management experience of advanced areas in our country,in order to protect the legitimate rights and interests of farmers as the premise,put forward the policy recommendations of strengthen countryside homestead management of Zhidan County,achieve the rational use of the countryside homestead and standard the management of the countryside homestead.
