Study On Farmers’ Willingness Of The Circulation Of Rural Homestead In Luoshan County

Homestead is the most basic farmer’s survival factor,Homestead problem is a big problem related to rural development and social stability.Since the founding of the People’s Republic of China,with the continous development of productive forces,the state has adopted a series of measures to reform the homestead.The right to use the homestead has been in the hands of farmers,it is ensured that all farmers have places to live,and it provides the stability of the rural areas with a solid guarantee.However,due to the uneven development of rural areas in different regions,there is a gap between rich and poor in rural households,each rural household has its own practical needs,the policy of the right to use homestead should also be made based on the actual situation.The study on homestead use right transfer willingness will reduce the farmers’ costs and pressures to settle in the cities,and ensure social stability;it helps to achieve economic development and farmers interests win-win situation;at the same time it helps to achieve the increase of arable land,bring more land reliable guarantee for food safety;it plays an important role to maintain social stability in the process of the homestead system reform and to safeguard the primary interests of farmers.At present,homestead rights conformation of Luoshan County has entered the second half of the work;it is about to complete the property rights foundation construction of the homestead system reform.In order to complete the work successfully,provide a theoretical basis for the follow-up work of homestead circulation at the same time,and get the most targeted parameters for the reform of the homestead system,this study uses the Logistic regression model for the survey and analysis on Luoshan farmers’ rural homestead use right transfer willingness.The main conclusions are as follows.(1)Luoshan County homestead vacancy rate has reached 10.9%,and there is a rising trend;(2)circulating will of rural homestead right of use is showed by 75.8% sample cases,“homestead number”,“homestead position”,“idle homestead”,“expected place of residence”,the four factors have great effects on farmer’s circulating will of rural homestead right of use at the present stage;(3)government should step up implementing homestead rights confirmation,establish and perfect the homestead use right transferring market,enact homestead sign out policy,accelerate the pace of urbanization,establish and perfect urban and rural unified social security system,protect the peasant’s rights and interests.
