Research On Centralizing And Radiating Function Of Central Towns In Hangzhou City

Central town is a product in certain period of small town development. Under the background of promoting new urbanization and urban-rural integration, as having relatively stronger concentrating function and relatively wider radiation scope compared with the general villages and towns, central towns can connect upward with the city, radiate downward to the village, and have great importance in improving quality of urbanization development, driving regional development and well-coordinated development of urban and rural economy and society. In recent years, many cities regard cultivating and developing central towns as important carrier and grasp, reaching certain success with practical measures. However, there are several distinct problems in the development of central towns, e.g. the development quality of some central towns are not good enough, the progress of improving comprehensive function is slow, the radiating and driving role is weak and etc. While enhancing the centralizing and radiating function of central towns is the key problem of cultivating value and playing “central role” of central towns. Studying on the centralizing and radiating function of central towns and the effective promoting path does not only have great theoretical meaning, but also real value.This article starts with differentiating concepts of new urbanization, urban-rural integration, small town and central town, reviewing the references on central towns, pointing out cultivating and developing central towns should center on improving the centralizing and radiating function; by utilizing the theory of law of urbanization development and regional economic development, conducts theoretical research on connotation and characteristics, forming mechanism and improving paths of the centralizing and radiating function of central towns; to take Hangzhou city as the typical case of cultivating central towns, reviews the evolution course of central towns, summarizes the characteristics of central towns in Hangzhou and effects of cultivating and developing measures, analyzes main problems and obstacles, and proposes countermeasure and suggestion for promoting the central towns’ centralizing and radiating function.To propel central towns’ own healthy development and let central towns play better role in driving the urban-rural regional development, it is essential to take appropriate cultivating and developing modes for different types of central towns; as the centralizing and radiating function of central towns are complementary and mutually promotive, the key countermeasures are to optimize the town and regional planning system, to improve regional coordination system, to deepen market allocation of developing factors, to accelerate industry centralization, to improve public service facility, to strengthen social construction and management, to accelerate administrative restructuring and to improve service mechanism, from two aspects- the external policy environment of central town and the internal development of central town to effectively improve centralizing and radiating function of central towns, and to achieve the quick development of central towns.
