Research On The Transition Of China’s Agricultural Policy-based Bank’s Mode

The only agricultural policy-based bank of China was found in 1994 in the backgrounds of establishing the socialist market economic system, deepening the reform of financial mechanism and strengthening the position of agriculture as the foundation. It has been playing an important role in such aspects as protecting the national food security, safeguarding the interests of farmers and improving rural production and living conditions these years. However, with the constant promotion of the socialist market economy and the more highlights of the three rural issues, the agricultural c bank of China is facing the adjustment and transformation. In order to better play to the role of supporting agriculture,promote the transformation of traditional agriculture to modern agriculture and realize itself sustainable and healthy development, intensively studying the transformation issues of the agricultural policy-based bank has the important significance in theory and reality.This paper uses various research methods such as document analysis,empirical analysis and comparative analysis, and also the theory of policy-based finance, development economics, institutional economics and so on. this paper first analyzes the foundational and weak quality of our country’s agriculture,think that the development of agriculture in our country still need government support and protection, agricultural policy bank has played a prominent role in this aspect, countries need to rely on the financial means to continue to make up the "market failure" defects, solve the problem of rural financial supply shortages, so agricultural policy bank is still a long-term and stable system arrangement.Analyze the external cause and internal cause in the transformation of the agricultural policy-based bank of China. The transformation of our country agricultural policy-based bank is the development of socialist market economy and the objective demand of deepening the reform of financial system.Transformation of the internal cause is the agricultural policy-based bank itself restrict the sustainable development problems: no unified understanding and business scope definition is not clear; limited financing channels and the high cost of funding sources; thick administrative color and non-scientific governance structure; the imbalance of business structure and a single profit model;over-strict fiscal & taxation policies and higher operating costs; imperfect external supervision mechanism and unallocated legal safeguard.By analyzing of the formation, development and transition of the policy-based financial institutions abroad, summarizes the experience of the development trend of agricultural policy bank and transformation, argues that the agricultural policy-based bank of China needs to make adjustments fromaspects of business access, operation mode, governance structure and external support, from the traditional program command operation mode, transition according to be an modern agricultural policy-based bank which is able to implementation of national policy intention by market operation mode.
