Study On Transformation Of Rural Governance Under The Context Of Confirmation And Circulation Of Rural Land

In the late 1990 s, with the rapid development of market economy and urbanization, the macro- and micro- environment of household contract responsibility system has greatly changed. Farmers’ motivation of agricultural production has largely declined as well. Many farmers start to abandon agricultural production and flow into big cities to seek a way out. This led to serious abandonment of rural lands, lagging the development of agricultural modernization. With regard to status of current rural areas, a new round of rural reforms is bound to conduct and will definitely start from the reform of rural farmlands. China has begun to pay attention to the issue of rural land abandonment from Third Plenary Session with the introduction of related policies to actively guide and promote the orderly transfer of rural land and scale of operation. The No. 1 circular of the Party Central Committee in 2013 specifically proposed to conduct the clearance of rural land ownership to better promote the scale-transfer of lands. And the No. 1 circular of the Party Central Committee in 2015 proposed that the registration of confirmation of rural lands should be finished in five years. Many provinces have been chosen as pilots to conduct the reform of confirmation and circulation of rural land. The deepening of clearance of rural land ownership and transfer and the widening of lands transfer scale is bound to deeply influence rural economy and society, and then exerts strong impacts on rural governance in the end.Under this background, this paper adopts the method of case analysis to explore the impact of clearance of rural land ownership and rural land transfer on the rural economy and society and further explores the predicaments caused by the clearance of rural land ownership and rural land transfer on the rural governance. By doing so, this paper aims to probe a transfer path for rural governance so as to promote rural modernization and harmonious development.Chapter 1 mainly introduces the background, theoretical significance, main contents, methods and innovations and shortcomings, and makes a review of studies on the impact of confirmation and circulation of rural land on rural governance at home and abroad. In Chapter 2, by defining concept of land ownership, land transfer, and rural governance, this paper clears the content of rural land confirmation and transfer and rural governance, and further combs the history of rural land systems and rural governance. Chapter 3 selects Wuwei County in Anhui Province as the analyzing case, introduces the situation of confirmation of rural land ownership and transfer of this county, and then systematically analyses the practices of this reform on local economy and society. Chapter 4 focuses on the predicaments of rural governance whose base is profoundly influenced by the urbanization. Chapter 5, with the application of property rights theory and governance theory, specifically analyses the transmission paths of rural governance in face of the influence of confirmation of land ownership and transfer. First, start with the reform of agricultural land system, this paper proposes to improve rural land transfer system and innovate the farmland property rights trading system, so as to granting full land property to farmers, ensure land transfer according to law. This lays a firm economic foundation for the transmission of rural governance. And then separate the village committee from collective economic organizations provides supports and guidance to rural social organizations and so on. By doing so, the diversification of rural governance bodies and be achieved. In the end, from the new trend of rural governance, step up construction of new rural community and realize the rural governance model transferring from self-governance to the new autonomous community governance, so as to build urban-rural integration and meets the needs of basic public construction after the confirmation of rural land ownership and transfer.The main innovation of this paper lies in the study of transformation of rural governance from the perspective of influence of confirmation and circulation of rural land on base of rural governance. This new perspective has been paid little attention by the academia and research findings are few. Besides, this paper mainly adopts the method of case analysis to deeply explore the issue with access to first-hand material, enhancing the credibility of conclusions of this research.
