Research On The Problem Of Rural Land Circulation From The Perspective Of Labor Transfer

Land and labor transfer are the two key problems in the process of urbanization in China. Along with the accelerating process of urbanization, more and more labor transfer from rural to city and they have made tremendous contribution to the development of China’s economy. But there are still many problems in the process of labor transfer in China:On the one hand, due to the impact of the supporting system, market construction and the overall quality of the labor and other factors, the number and size of the transfer of rural labor has been greatly restricted, the thoroughness of rural labor transfer also needs to be improved, these lead to a very limited number of available for farmland circulation, also hinder the development of the rural land circulation. On the other hand, with the transfer of rural labor constantly, their rural land cannot be smooth circulation, making a large number of rural land has been abandoned to idle, resulting in a serious waste of land resources. Therefore, it has important significance of the research about the problem of rural land circulation from the perspective of labor transfer.The article uses the rural labor transfer during urbanization as the research angle of view, quotes the labor theory and the sustainable land use theory as the guiding theory, analyzes the interaction between the labor transfer and rural land circulation, discusses the restrict factors to China’s labor transfer and rural land circulation according to the current situation, finally puts forward countermeasures and suggestions to promote the transfer of labor and the circulation of rural land in China.Totally, there are six chapters in this article:The first chapter mainly introduces the background and significance, summarizes Chinese and foreign research related to the review of the labor transfer and rural land circulation, tells the research methods of the article and points out the innovation and deficiency of the research.The second chapter defines the concepts such as rural labor and rural land circulation, etc. In addition, this chapter summarizes and analyzes the labor theory and the sustainable land use theory, introduces the relationship between labor transfer and rural land circulation.The third chapter collects present data and information about labor transfer and rural land circulation of China. Then this chapter analyzes the current situation of labor transfer and rural land circulation of China comprehensively and systematically.Chapter four briefly describes the land use effects produced by the labor force transfer and discusses the restrict factors to China’s labor transfer and rural land circulation comprehensively.In the fifth chapter, on the basis of the analysis above, from the point of view of system, market construction, land reform, the behavior of the government and the overall quality of rural labor, puts forward the countermeasures and suggestions in order to promote the transfer of labor to promote the rural land circulation.The sixth chapter is the conclusion of the following content and makes the prospect of future study.
