Because of public product attributes of environmental resources and the negative externalities of environmental pollution and the existence of micro economic entities, the government needs to adjust the operating activities of enterprises through a series of scientific and systemic theories and policies. At the same time, due to the implementation of environmental regulation policy, we must consider the cost and benefit of environmental regulation, so as to improve the efficiency of environmental regulation, and to achieve the best environmental benefit.By using the Super-SBM analysis method and constructing a scientific and perfect system of environmental regulation efficiency evaluation index system of our country based on the national level 2000 ~ 2013 and the provincial level 2003 ~ 2013, the results show that the environmental regulation efficiency based on the national level has been at a relatively effective level, which shows that our country’s environmental regulation "cost- benefit" resource allocation has been in a relatively effective state, China’s environmental regulation is more significant. From the dynamic trend of environmental regulation efficiency, the efficiency of China’s environmental regulation has not increased year by year, but it is a fluctuation trend, and we find that China’s environmental regulation is closely related to the country’s environmental regulations.From the provincial level, in the 2003 ~ 2013, the effective provinces of China’s environmental regulation is increasing year by year. However, the regional differences in environmental regulation between the eastern, northeast, central and western regions have obvious regional differences, there is a significant positive correlation between the level of environmental regulation and economic development in china.Through the analysis of the spatial distribution patterns and spatial evolution of the 2003 ~ 2013, the environmental regulation efficiency of our country has shown a good development trend, the overall environmental regulatory efficiency spatial distribution pattern is gradually showing the trend of gradient diffusion. This evolution shows that the environmental protection and economic development of China’s provinces is gradually moving towards a healthy development.Through the analysis of the efficiency of environmental regulation efficiency in China, this paper found that the environmental regulation efficiency of each province in China has been showing a more positive correlation in the 2003 ~ 2013 years, and the characteristics of high value and low value clustering show that the environmental regulation has a significant spatial spillover effect and spatial imitation effect. Through the China Environmental Regulation Efficiency local spatial association pattern analysis, it was found that during the period 2003~2013, the environmental regulation efficiency value of the provinces has certain concentration trend, from more dispersed state of high value and low value of in the 2005 years of environmental regulation efficiency to gradually showing a trend of high concentration and low concentration in the 2013 years and the higher efficiency value of provinces continue to eastern and central regions gathered, and the lower efficiency value of provinces gradually continue to the West and the northeast area gathered, the regional differentiation of the "hot spots" region and "cold spots" region is becoming more and more obvious, environmental regulation level in areas of the West and the north east area shows the trend of a "race to the bottom".This paper analyzes the factors affecting the efficiency of environmental regulation and introduces the spatial lag variable of the spatial model to construct the spatial dynamic panel Durbin model to analyze the influence factors, and it finds that the efficiency of environmental regulation in each province has a strong spatial correlation effect. Through the estimation of the various variables, the relationship between the level of economic development and the efficiency of environmental regulation is found to be significantly positive correlation between the level of economic development and the efficiency of environmental regulation, and the efficiency of environmental governance investment and environmental regulation is significantly negative. Through the analysis of the spatial lag of the independent variables, the level of per capita income is not significantly positive spillover effect, the level of industrialization has a significant positive spillover effect between neighboring provinces, and the level of industrialization has a significant negative spillover effect. At the same time, this paper analyzes the direct effect, indirect effect and total effect of the variables, especially the feedback effect of the provinces, the direct effect of FDI and capital labor ratio is increased, the proportion of industrial added value and environmental governance investment proportion is negative feedback, the direct effect is decreased. Through the analysis of the total effect, the change of the variables will have a large or small effect on the efficiency of environmental regulation in the whole observation area, and the interaction between the two regions is much more than that of the single variable.In this paper, a large number of research methods to break the limitations of the traditional methods of environmental regulation efficiency. This paper not only analyzes the effect of environmental regulation in China, but also analyzes the spatial and temporal evolution of environmental regulation efficiency in our country, and analyzes the factors affecting the efficiency of environmental regulation, and puts forward some feasible policy recommendations. This paper makes up for the spatial spillover effect and spatial Imitation Behavior of the adjacent provinces. However, due to my limited knowledge, this paper still has many shortcomings, which need to be further improved and deepened.
