Along with the accelerating process of industrialization, economic grow rapidly, urbanization level increased significantly, but this kind of development mode, led to a series of environmental problems, such as damaged ecological balance, low utilization rate of natural resources, environmental quality’s declining and environmental health continues to go worse, etc., severely hampered the survival and development of human society, therefore, regional and global environmental problems has become the focus of the current world, and in order to promote the improvement of the regional environmental quality, to measure and quantitative analyze it is quiet important.In order to measure China’s environmental efficiency and study its influence factors, we use super-SBM model, using the data from 2000 to 2012 in 28 provinces, select the input and output model, labor, energy consumption, capital stock as an investment, "three wastes" emissions, the provincial GDP as the output, the efficiency of our country environment is regionally unbalanced, in the period of investigation, and the provinces data showed a trend of fluctuations, the eastern region got the highest efficiency value, and then, in turn, is in the northeast, central and western areas. This shows that the efficiency of our country environment is regionally unbalanced, and environmental efficiency of the four major areas is on the decline, at the same time, the regional internal differences are obvious.Then based on the global Moran’s I index to spatial autocorrelation test of provincial environmental efficiency, found that our country environment is not completely random, but showed the cluster characteristics in space. With high environmental efficiency areas close to each other, or a lower environmental efficiency relationship structure between areas adjacent to each other. So, overall, China’s environmental efficiency is spatial correlation.On the basis of environmental efficiency measure, I selected the fiscal expenditure level, ecological management level, the level of urban development, industrial structure rationalization level, foreign trade dependency and foreign dependency these six factors, using the spatial error model analysis of various factors on the efficiency of the environmental impact, the results showed that the level of urbanization actively promote the environmental efficiency, the FDI had no significant positive effect, the industrial structure rationalization level significantly increased efficiency of regional environment, while fiscal spending levels, ecological management level as well as foreign trade dependency will reduce the efficiency of regional environment. Compared with the OLS model found space error model has higher fitting degree, and spatial econometric model’ index significantly higher, as can be seen from the comparison, four major influence factors of regional environment efficiency and is not the same, the eastern region had the greatest similarity to the national level, and in north China, the western region and the influence factors’ significance level is relatively low.in the final, focus on the environmental problems exists in the process of economic development in China, and briefly put forward some advice to improve environmental efficiency, realize the coordinated development of the economy and resource environment related policy suggestion; Suitable for its improvement are put forward based on the regional, environmental efficiency measures and Suggestions.
