Comrade Deng Xiaoping in 1988 first proposed the "correct judgment that science and technology is the first productivity". Research shows that the contributions of science and technology in agriculture to economic growth reached as high as 80% in developed countries. Chinese research reach to 20000, but more than 60% scientific and technological achievements were wasted, most of the achievements can not be used, only about 30% can be applied. This results is not ideal, which can not meet the needs of the development of agriculture in China.Therefore,one priority is to improve the agricultural science and technology achievement conversion rate of China for the purpose of agricultural development in China. Capitalization of agricultural science and technology achievements in practice proved to be an effective pattern to promote transformation of agricultural science and technology achievements, in fact very few agricultural science achievements transform into capitalization in the real implementation. Capitalization model has not been widely used in practice, there must be certain key restriction factors at work. In order to speed up the development of agricultural science and technology achievements capitalization and promote agricultural science and technology achievements into practical productive forces, the primary task should be to find these obstacles. On this basis, building an incentive mechanism of agricultural capitalization of scientific and technological achievements to eliminate obstacles of agricultural science and technology achievements. Studying the capitalization of agricultural scientific and technological achievements has important practical significance, which will provide theoretical guidance and policy basis for promoting agricultural science and technology achievements into capital. We use preliminary exploration on the push and pull theory, obstacle of system vicissitude theory and the system theory with a method of qualitative method and quantitative method.The thesis is divided into seven chapters, the first chapter is the introduction, mainly elaborated the main innovative points of the research purpose and significance, related research review, research methods and thesis. The second chapter is the analysis of the development course and the present situation of Chinese agricultural science and technology achievements capitalization, this part clearly introduces the basic situation of the current agricultural science and technology achievements capitalization in china. Besides,the second chapter briefly introduces the basic framework of our agricultural science and technology achievements capitalization model, including the subject and object of the capitalization of agricultural scientific and technological achievements and must follow the principles etc.The third chapter of capitalization obstacle factors of agricultural scientific and technological achievements were analysis, determined the influence of all kinds of obstacle factors on the capitalization of agricultural scientific and technological achievements. The forth chapter proposed to eliminate the factors of agricultural science and technology achievements capitalization obstacle policy framework and basic ideas. The last chapter is the summary of the full text, putting forward policy suggestions. Starting from the main body of farmers, agricultural enterprises, scientific research institutions, government and other scientific and technological achievements, to eliminate the fuzzy understanding of the existence of capital in the process of accelerating capital of scientific and technological achievements.
