Study On The Obstacles Of Transformation Of Scientific And Technological Achievements And Its Solutions, Basing On The Transformation Chain

The transformation of scientific and technological achievements is a comparatively complex process which refers to knowledge converting and value creating. After systematical theory deduction and investigation to the enterprises, this paper abstracts this process into the transform chain which is composed by originality, theoretical investigation, applied research, trial-produce, commercial analysis, absorption, manufacture, merchandizing. Though studying the feature of different stage of this transform chain, kinds of obstacle factors of transferring process have been carefully discussed.On the one side, according to the theory of Innovation Research and Technology Diffusion, this paper have established the innovation transform chain and figured out the obstacle factors to the transform process, which include Technological feasibility, environmental factors, technological factors and non-technological factors. Meanwhile, we discussed the effect of these factors on the transformation process by analyzing the transfer mechanism. Using Triple Helix Theory, we discover that the obstacles interwork as a system.On the other side, we have drawn up the questionnaire for enterprises, which is set out to the S&T achievements transform enterprises in Tianjin to survey the details about the souse of transferred achievements and money, personnel quality, obstacle factors, the financial benefit and so on during the transformation. After qualitative analysis of the result to the investigation, we have come to understand the practical situation of transformation in enterprises as well as the key obstacle factor. Moreover, we have done the quantitative analysis of the effect of obstacle factor on transformation and the mutual effect of these factors by using the Path Analysis method. Not only do we know the proportion of the obstacle factors on transformation, but also we know as a complex system, how these obstacles effect with each other.At last, this paper introduce the practical measures how to improve the low rate in transforming the Scientific and Technological Achievements, basing on the conclusion of the analysis of transform Chain.
