Study On Agricultural Product Quality Satety Supeivision System Of County Government

Quality and safety of agricultural products is closely related to the life of everyone. Quality and safety of agricultural incidents occurred in recent years has seriously affected people’s life, Government’s credibility is seriously challenged. How to protect the 1.3 billion people "safe tongue" not only is the focus which government and all sectors of society, but also is one of the hot issues of academic research.Agricultural products quality and safety supervision system is the organic unity about how to set the regulatory agencies, how to allocate the regulatory functions, how to divide the regulatory powers and how the regulatory mechanisms operating. This paper takes the quality and safety of agricultural products county government regulatory system for the study, taking the holistic governance theory as the theoretical basis, then analyzing that how the holistic governance theory coupling with the county government agricultural quality and safety regulatory reform; the author analyzes the evolution of the county government’s agricultural product quality and safety supervision system from historical perspective changes; summarizing the existing quality and safety of agricultural products of the county government regulatory system a series of problems, such as organizational structure is irrational, segmented regulation runs inefficient, regulatory powers runs sluggish and operating mechanism is imperfect. At the same time, in the empirical research, it takes the Yangzhong Seeding Grass industry regulation as an example, extensively uses interviews to obtain research data, then finding that Yangzhong has realized the overall responsibility for supervision by the local government and sounds regulatory networks, actively improves the quality and safety of agricultural products regulatory mechanism, realizing Seeding Grass "from farm to table" full supervision in the form. Of course, there are some questions. For example, fragmented structure and regulatory functions, lack of decision-making bodies, coexistence of territorial management and vertical management, weak grassroots supervision, inadequate social participation and accountability mechanisms, widespread campaign-style enforcement and so on. So, it is necessary that establishing an authoritative and efficient quality and safety of agricultural products coordinating bodies; integrating the county government quality and safety of agricultural products regulatory settings; clarifying the regulatory functions; moving the regulatory focus down, enriching grassroots regulatory power; improving the operational mechanism, enhancing regulatory efficiency.
