Research On Investment Countermeasures Of Shenyang New Mental Material Industry Park

Establishing and developing industrial parks has been a main strategy to promote a city’s informatization and industrialization, and Harmonious developing of economy and society largely depends on it too. The source and power of an industrial park’s constant development is obviously attracting investments. As an important way to boost regional economy, attracting investments is highly valued by local governments all the time.Taking Shenyang New Mental Material Industry Park as an example, this paper researches on how an industrial park establishes perfect and highly efficient policies and patterns on attracting investments. Shenyang New Mental Material Industry Park was founded in 2012, and Shenyang government make great efforts to build it a deep processing base of mental materials at high level and with high technic. At the end of the 13 th five-year-plan, Shenyang New Mental Material Industry Park will be built into an one hundred billion industrial cluster.After three years’ development, the industrial park has absorbed 17 projects, and the total investment capital reaches the amount of 8 billion. All the achievement has accelerated the growth of religion economy in a certain degree. But it is difficult to turn Shenyang New Mental Material industry Park into an one hundred billion industrial cluster under today’s trend and speed of attracting investments. Based on practice, the author studied the main models of attracting investments at home and abroad, in order to put forward a perfect strategy that suit the development of industrial park of mental.By summarizing the research achievements and the literature of attracting investments of metal industry, the author indicates the problems in common. In this way, the paper provides abundant theoretical support to the research on policies and solutions of Shenyang New Mental Material Industry Park. The author emphatically analyzes the present situation of Shenyang New Mental Material Industry Park, and summarizes some outstanding issues, such as the small scale of enterprises, the week product capability of enterprises, the low industrial aggregation degree, the deficiency of industrial chain and the need of improving investment environment. All these problems have hindered the growth of the Shenyang new material industrial park of mental.In this paper, the author draws the industry chains attracting theory in, illustrates a complete strategy of Shenyang New Mental Material industry Park: Firstly, plan the policy of the investment attracting of the park; Secondly, lay out the constraint condition; Thirdly, on the above basis, formulate the procedure of investment project that would settle in the park. By making use of scientific and reasonable theories and measures, the author hopes to give a push to the industrial parks’ positive and healthy development.
