| Lacking construction capital support, the west area urgently needs both domestic and foreign investment. However, in the west industrial park area, as the main investment attraction platform of the west, has been in the disadvantage position of setting aside foreign investment and lacking domestic investment in our country investment attraction competition for a long time. In the context of today's increasing domestic demand, diminishing the gap between east and west area and balancing regional development, what makes it difficult for west industrial park area to invite investment and how to solve this problem appears especially important and urgent. This article is aimed to make a preliminary study on this subject and to seek for practical solution on the aroused issues.Many studies on domestic investment problem have been focusing on researches on investment environment, and most of the research findings explain that the reason for the disadvantage of the west industrial park area investment is its unfavorable investment environment. In fact, along with investment attraction competition evolving from preferential policy phase to investment environment phase, and then to competitiveness advantage phase, "Investment environment statement" can not be sufficiently explained as the true cause of the disadvantage of the west industrial park area investment competitiveness. The basis of competition originates from competitiveness, and the basis and origin of investment attraction should be investment attraction competitiveness. Weak investment competitiveness is the true cause that hinders the west industrial park area from inviting investment.Basing on this, this article applies theory and method of regional economics, industrial economics, international economics and enterprise management economics, and uses previous study achievements done by others as a source of reference.. It conducts the comparison between investment environment and investment environment competitiveness, and systematically analyzes connotation, characteristic, category of investment attraction competitiveness. On the basis of the new illumination of regional definition, it explains clearly that investment competitiveness of west industrial park area is a kind of location investment attraction competitiveness that is different from regional investment attraction competitiveness. Basing on this analysis, this article applies the approach of combining standardizing and verifying, qualitative and quantitative to analyze the system of west industrial park investment attraction competitiveness factors, and establishes index system of industrial park investment attraction competitiveness evaluation. And further, according to west industrial park practical situation, it conducts an overall evaluation on investment attraction competitiveness comparing with east industrial park area and proposes upgrading strategy of west industrial park investment attraction competitiveness.The full text is divided into 5 parts, with following structure and contents.The first part points out that industrial park area is the main platform of west industrial park investment attraction. Inviting investment means the activity of fund demanding party using various fund resources and ways to import and take direct investment. Direct investment possesses macro-economic effects including capital formation effect, industrial structure effect, trade creation effect, job enlargement effect etc. It also has the micro-economic effect which includes technology progress effect and system advancing effects. As a result, inviting direct investment can be considered as the only way to supply the capital urgently needed in construction to be used in developing west area. Under the driving effect of model effect and industrial transfer of east area, west industrial park, as the best investment attraction platform that has prominent investment attraction function, has become the main platform of introducing direct investment west area.The second part illustrates the connotation and location attributes of the competitiveness of attracting investment in West Industrial Park. Due to the relative shortage of direct investment, the activities of attracting investment conducted by Industrial parks in our country have been competitive at the very beginning. And it goes through three phases from attracting investment by Preferential Policy, introducing capitals by improving investment environment to winning investment with competitive advantage. The investment attraction competitiveness and investment environment (and competitiveness of investment environment) have the same object of competition, competition arena, competition purpose and the homology of their components are relative with each other. However, they have more differences in denotative and connotative meanings, in subjectivity and objectivity and in perspectives. Especially the differences in subjectivity and objectivity will result in differences in the interpretation of investment attraction competitiveness. As a matter of fact, the investment environment or the competitiveness of investment environment is essentially a part of investment attraction competitiveness, and it is belonged to the category of resource and environment, which are the objective factor of investment attraction competitiveness. Therefore the investment environment doesn't possess the special capacity of subjectivity. Industrial park is characterized by its location, which refers to the field of economic space that composes of inside resources, channels and external influence. Therefore, the investment attraction competitiveness is the Location competitiveness of investment attraction different from regional investment attraction competitiveness. Composing of inside attraction of investment attraction and the holding power of investment attraction regions, the competitiveness of investment attraction of industrial park is characterized by externalization, relevance and integration.The third part analyzes the factors of investment attraction competitiveness of West Industrial Park. The object of investment attraction competitiveness is direct investment. Influenced by the selection of location for direct investment, the elements of the inside attraction of investment attraction competitiveness include industrial cluster capability, technical innovation capacity, enterprise assisting capacity, infrastructure of park, human recourses of park, management mechanism of park. While the holding power for West industrial park investment attraction area consists of marketing bearing capacity, essential supporting capacity, infrastructure and industry matching capacity and institution and policy supporting capacity.The forth part will give an overall estimation of West industrial park investment attraction competitiveness. After establishing the relevant index system, I will give an overall estimation of the general characters, advantages and disadvantages based on the ranking and categories of West Industrial park. The investment attraction competitiveness of West Industrial park can be divided into three divisions and four categories. Generally speaking, the west industrial park is running at a relatively low level, obviously characterized by factor resources, with great disparity in investment attraction competitiveness among them and under weak influence of the holding power for industrial park investment attraction area. While the advantages are showed in three aspects:rich human resources in supporting the region, labor force of relatively high qualities, low cost of managing industrial park, promising economic effect, proper management system of the park and high efficiency in business. But there remain five disadvantages, such as low ability in technical innovation, weakness in infrastructure construction, lacking ability to complete infrastructure in regions, incompetence in industrial cluster, low regional industrial matching ability poor regional marketing bearing capacity and weakness in regional institution and policy supporting.The fifth part proposes the strategy to enhance investment attraction competitiveness for west industrial park. The basis to enhance investment attraction competitiveness for west industrial park includes three aspects: the stable development of enterprise symbiotic networks in the park, the overall improvement of comprehensive strength in the investment attraction area, and the comprehensive effects of self-organization mechanism and hetero-organization mechanism. The upgrading route includes the inside route for distinctive industrial cluster and the local government-led external route. The inside and external routes depend on the coordination of management agency in the park. Specifically speaking, the investment attraction competitiveness for west industrial park can be improved in four aspects:increasing the scientific and technology investment, improving technological innovation; expanding financing channels, improving infrastructure construction; having a foothold on distinctive industry, upgrading industrial cluster capability; intensifying regional connection and enhancing supporting capability for investment attraction area.
