At present, the General Aviation(GA) Industry is a sunrise industry, but still underdeveloped in China. Currently, only a few cities in China such as Shenyang and Xi’an have established Fixed Base Operators(FBO), which provide the necessary basic services for GA activities and support for other related services. With the rising of general aviation industry, many domestic experts have conducted a lot of researches about FBOs of foreign countries. However, since the outputs on the operational aspects of FBOs are quite limited at this stage, there is a lack of mature models to serve as good reference. Therefore, this essay chooses Shenyang, a leading city in the area of FBO, as the subject of this study, which has strong theoretical and practical significance.This essay introduces the relevant concepts of Fixed Base Operator, compares the current situation of our country with the US, as well as summarizes the successful experience and inspiration of FBO in the US. Meanwhile, the essay also makes the FBO in Shenyang Faku the model to analyze its development and construction, operation and management, profit mode, and makes predictions by using SWOT theory, Porter’s value chain theory model and so on.Research shows that as a market leader in the new industry, the FBO in Shenyang Faku is suggested to continue to employ professional, market-oriented operation as a tool to attract more enterprises, strengthen regional cooperation, take policies as the forerunner, and attach importance to enterprises against a background of the current policy which clearly proposes the development of general aviation industry. The government should encourage and support the development of general aviation industry to promote regional economic development, accelerate the integration of the production of the city, and avoid excessive administrative intervention. General aviation enterprises should set up efficient organization according to the characteristics of industrial development and scientific management mode. Besides, general aviation enterprises should establish scientific and modern management and profit mechanism in order to realize the expansion of the enterprise, to achieve the continuous development of the Industry, to upgrade and transform the old industrial base in Shenyang, and to accelerate the revitalization of the purpose according to the above theoretical models.
