Study On The Operation Mode Of General Aviation FBO

As the basic service support facility of general aviation, Fixed Base Operator (hereinafterreferred to as FBO) provides the necessary infrastructure and other support services to thegeneral aviation, plays an important role in its development. With the vigorous developmentof FBO, many domestic scholars have done a lot of researches on the operation mode of FBO,but they are from one aspect of FBO, owing to the shortage of systematic study and design.Currently, the operation and management of FBO is still in the exploratory stage and there isnot the mature pattern for reference, so the study on the operation mode of FBO has a strongtheoretical and practical significance.Firstly, this paper defines the related concepts of the FBO, and points out that the FBOoperation mode includes three aspects: Investment and Construction mode, Operation andManagement mode and Profit mode. Secondly, the paper analyses the macroeconomicenvironment of general aviation using the PEST analysis method in the United States, andsums up the experience and inspiration of the successful operation, analyses the problem ofthe domestic FBO’s operation meanwhile. On this basis, using the comparative analysismethod, the paper analyses and compares the existing FBO operation mode in detail. Finally,the paper discusses the design of FBO operation mode from the view of investors (owners)using the Competitive Strategy theory and Value Chain theory.The study shows that the government should make clarify its role to encourage andsupport the investment and construction of FBO, and also avoid excessive intervention of theactual operation and management of FBO. Investors should set up a reasonable organizationand management system based on own characteristic of FBO; Take into account the social andeconomic benefits of the FBO to construct the economic benefit evaluation index system;Design the profit mode based on the principle of design and the different focus of eachdevelopment stage. In addition, the FBO industry and general aviation industry strengthen theregional cooperation, generate mutual linkage effect, and achieve a win-win situation.
