Middle East located in the intersection of Asian, African and European continents, which is the east-west traffic arteries in the history, especially the Gulf Countries Commission, or the GCC six member countries, are rich in oil and gas resources, the society is affluent and is civilized with high degree of modern; After entering the 1990’s, the GCC countries have raised a hot wave of infrastructure construction, building largely to improve and upgrade the economic structure, what the measurements taken had constantly attracted private capital to enter into electricity and port construction field and city development section.Construction market in the Middle East had gotten fast development in recent years, following the the national’s advocating of "go global" strategy, Chinese contractors are involved in project contracting market in the Middle East, and market share is growing rapidly. But at the same time, a lot of Chinese contractors in the Middle East also suffered a major setback, such as the losses in Saudi light rail construction project by China Railway Construction Corporate (CRCC in short) amounted to RMB 4.15 billion (Quotation [26]), it caused many people to concern the oversea operation situation and business risk management of Chinese contractors. This article is trying to answer how to do subcontracting plan in Oman and GCC countries through the empirical research in Oman Salalah IWPP, and also want to provide supporting in theoretical basis for the project contracting planning in this region.The thesis is divided into six parts, the first part is the introduction, where briefly introduces the selected topic significance and main conclusion, and the research status at domestic and abroad in this article; The second part is the theory review, it puts forward the supporting of theory basis in the subcontract plan in this section; Followed by this section we discussed the factors that affect the international subcontracting, and the fourth part introduces the application research of decision tree in subcontract planning and project management, and empirical studies are carried out using these tools through case analysis in section 5:"the Oman Salalah IWPP project subcontract plan", it tells how to convert the risk which influence the realization of project objectives into the cost, and how to control it; Finally is the conclusive comments, we can give our contributions on subcontract planning, project management and risk management through the study of this article to the contractors who want to surf in the international construction market of Oman and GCC countries.
