Housing issues related to China’s economy and people’s livelihood, and it has become a problem that our government has been committed to solve. In particular, the protection of housing, which has a direct impact on the daily lives of many low-income groups and poor families. And it play an important role in maintaining social stability and development. Especially for a country in a large population, so it is particularly important to improve the construction of affordable housing system. At the same time, in the modern society, housing for each person has gone beyond the scope of simple consumer goods. In contrast, it is the existence of an important manifestation of the right to live. To this end, China has implemented a series of housing security measures. China has regarded low-cost housing, affordable housing, price limit housing, public rental housing as the main form. In the process of development, China’s protection of housing also showed many problems, for example, the presence of low-rent housing entry and exit barriers, the existence of affordable housing "rent-seeking" behavior. Thus, the "common property" model emerged and make a very great response for the shortcomings of the traditional model. At the same time, this model make the buyers become the "haves" and meet the aspirations of people.At the same time, total property housing will solve the housing problems of the "sandwich" and meet their needs for housing property in a wider scope. China’s traditional housing security model is largely aimed at low-income groups. In addition to these groups, there is a part of the group, that is, the "sandwich". Their demand focus not only on rent, but on own. In views of the currently higher prices of housing, it is difficult to meet their needs. So it’s imperative to establish a property rights of "rent" to "have". And there is a total property housing with such an advantage. Total property housing refers to the purchaser of housing and the government owns their own property rights to achieve the main body of property diversification. When the purchaser’s income increased, purchaser can purchase the property rights of government. Therefore, this model can reduce the purchasers’ housing pressure and protect the more "sandwich" group.Total property housing starting from be suggested has experienced nearly a decade. As early as 2007, Huai’an City in Jiangsu Province took the lead in the country to launch a total property housing. In 2009, Shanghai also began a pilot establishment of total property housing. With the advantage of total property housing gradually highlighted, total property housing pilot cities have sprung up. In recent years, the Chinese government has given the total property housing high priority, and has also announced a series of policies to establish some pilot cities. This paper is divided into six parts.The first part, the article discusses the problems of the research background and research meaning, and make a preliminary introduction for the mode of property right through the research and practice of domestic and foreign literature..In the second part, I makes clear the concept of the traditional housing security mode and the common property housing security mode in this paper. First make a brief review for the types of the traditional housing security, Then I make a comprehensive sort of housing security system and include the "common property" in it.The third part, I make a clear defined for the "common property" from a theoretical point and laya foundation for this model by comparison with the traditional housing pattern.The fourth part is the key point of this article. I highlight the advantages of a total of property rights through the comparison of Huai’an City and Shanghai. And provide practical experience from this two case, and offers practical basis for the future "common property" model.In the fifth part, I summarize the existing problems of this model in China though the front introduce and put forward proposals for these problems. I hope the model can be more perfect in the future.The sixth part is the last part of the article, which mainly introduces the shortcomings of this paper and the future research directions and contents.The purpose of this paper is to provide a theoretical support for a total of property rights model. I hope this model can be promoted. At the same time, I sum up the problems and make some recommendations, so that the model can be more perfect.
