Although the theory of Risk Control has been relatively mature early in the early nineties of the twentieth century, in the construction of the Risk Control system some problems still appear, for example, the goal is not clear, lack of responsibility, no reference of the best practice. The enterprise risk management framework provides theoretical basis about the integration of enterprise strategic objectives, risk management, business processes and the internal control, and well adapt to the changing external economic environment and the increasingly complex business operation mode. Therefore, it is very important practical and valuable to study the building of Risk Control system.The paper introduces the theory of Risk Management framework, summarizes the relevant theories and literatures, meanwhile, the paper integrated theory with practice and used case study method, which researches on the optimization of the risk control system of coal purchase in the G company’s core business process. This paper introduces the basic situation of G Company, the coal purchasing business process and risk management framework and risk management process, and applied the "COSO enterprise risk management framework" to identify the G Company’s coal procurement business risks, and established the risk control effectiveness evaluation system to evaluate the G Company’s original risk control management. According to the evaluation results, the G Company optimized its coal procurement business risk control system, and the risk control optimization effect of G coal procurement business was revealed. The results of this paper can provide reference for other enterprises in the construction and optimization of the Risk Control system.
