Analysis On The Status Quo Of The Transfer Of Collective Construction Land Use Rights And Influencing Factors In Chengdu

With our country’s rapid economic and social development, the speeding up of industrialization and urbanization and the need of reasonably urban planning layout, the status of the countryside is becoming more and more important.The demand of urban land is also more and more. However, Construction land supply mode in our country is not completely adapt to the present stage of economic development at this stage, which hindered the development of rural economy seriously. Mechanism of inequality can’t prevent spontaneous circulation of collective construction land.Some farmers and the collective take risks for their interests, and the government neglected in this respect.Various reasons cause a series of problems of collective construction land circulation such as lack of unified planning, farmers’Dissatisfaction with the results of the Land circulation and serious resource waste. In this context, how to solve the above problem is only the first step. The most important thing is to make the land circulation recognized by the Law, and establish a perfect mechanism of land circulation.The collective construction land is more perfect in this way, making contribute to the rural and our Country.The article analyzes the current situation of collective construction land circulation of Chengdu from the scale of land circulation and land transfer, by taking the case analyses, comparative analysis, questionnaire survey according to the theory of land property rights and land rent theory. This article selects the Pixian, Dujiangyan and Wenjiang of Chengdu to make survey and analysis. It make further analyses about the circulation of the status by comparing the cases in the land circulation process and results of land circulation. It summarizes the influence factors of the collective construction land circulation of Chengdu, combines the case analyses of Pixian, Dujiangyan and Wenjiang,eventually draws conclusions final land makes positive suggestions for completing the institution of collective construction land circulation in Chengdu.Through the research and analysis, the following three conclusions in this paper:(1)The effect of the collective construction land circulation of Chengdu is very good, and with the policy support of the government, many enterprises and farmers benefit.(2)External objective’s level of economic development especially in second and third industry and the urbanization level is one of the main factors affect the collective construction land circulation in Chengdu. The government’s support and the perfect degree of the land circulation mechanism are the influencing factors of collective construction land circulation. Enterprise and farmers also have factors that affect the collective construction land circulation. (3)Through case analyses of Pixian, Dujiangyan and Wenjiang, whether choose the right way is the key factors of the success of collective construction land circulation.
