Efficiency And Influencing Factors Of The Research Of Rural-urban Land Circulation In Sichuan Province

The Central Document No.1 in 2014 gives farmers the right of possession, using, incoming, circulation, and right to the contracted management in contracted land to mortgage and guarantee. This means farmland circulation problem is an important content of deepening the reform of rural land system by now. In recent years, with the accelerating urbanization, the demand for urban construction land is keeping increasing and needing a lot of agricultural land resource for urban construction land circulation in Sichuan. But due to various reasons the agricultural land circulation efficiency in Sichuan failed to achieve the optimal state. Efficient farmland circulation means a lot to improve the agricultural land use efficiency and scale effect, etc. To find a way to improve the farmland transfer efficiency possesses strong practical significance and research value.According to the production frontier theory, land property rights theory, land rent theory, farmland transfer decision-making theory and Pareto optimality theory, this paper uses literature research, data envelope method and the method of stochastic frontier research methods, such as for researching. First, it researched the current situation of rural land circulation in Sichuan; second, it calculated the efficiency of rural land circulation in Sichuan during 2004-2012; third, it analyzed the factors affecting the rural land circulation in Sichuan; forth, it put forward the countermeasures and suggestions. The main results of this study have the following several aspects:1.The efficiency of rural-urban land circulation. ②The overall level of farmland circulation of pure technical efficiency is good in Sichuan, during the 2010-2012 for three consecutive years to achieve the optimal state. ②The overall efficiency level in Sichuan has fallen slightly during the study period, which is a state of low efficiency, and arise the states of diminishing size.③The overall level of farmland circulation efficiency had a wave ascend, but still in the stage of low efficiency. There is a big gap in each economic region and cities (state) in the overall level of farmland circulation efficiency.2.Factors affecting the efficiency of rural-urban land circulation.①The change trend of the farmland transfer comprehensive efficiency and farmland circulation scale efficiency in Sichuan are exactly similar. This means the main reason that leads low-level overall level of farmland circulation efficiency in Sichuan may be the growing scale of urban construction. ②According to the optimization analysis of the agricultural land circulation efficiency in Sichuan, cultivated land inputs redundancy, Invalid farmland inputs make larger appeared in the process of farmland conversion efficiency loss. ③A variety of factors impact the rural land circulation in Sichuan. Population urbanization rate, per capita GDP, the comparative benefits of land use and regional industrial structure upgrade have a significant impact to the rural land circulation efficiency.3.Countermeasures and suggestions.①Regulate the circulation of farmland for examination and approval procedures, strict implementation of land use planning. ② Moderate control of urban size, restrict the excessive growth of population.③ Improve the level of agricultural industrialization, promote industrial structure upgrade.
