The Study On Chongqing's Land Circulation Under The Background Of Balanced Development In Urban And Rural Areas

During the fast development of urbanization and industrialization in china, large amount of peasants come to urban areas to find jobs. A serious of problems appears at the same time. Such as the tight using of construction land, the large numbers of idled rural land, the lower efficiency of land using. On June7, 2007, the State Council approved to establish the national comprehensive reform experimental areas coordinated the urban and rural in Chengdu and Chongqing. Chengdu and Chongqing were given the policy advantage to"try it first", and also encouraged to explore a new pattern about rural land circulation during the process of urban and rural coordination. There are already some successful experiences to support this research of land circulation in eastern areas. The task of improving land using efficiency has becoming more and more important.The course of land circulation in Chongqing starts a little late, besides, it still has some problems, but as an experimental area of Urban and rural reform in the whole country, the dualistic structure of Chongqing is obviously, the research of land circulation in Chongqing will do an important example for other cities. This paper use real examples, focus on the issues of policy encouragement, security mechanism, the circulation mode during the land circulation in Chongqing.Also, This paper based on a visual angle of urban and rural coordination in Chongqing, after analysis the currently land using in Chongqing and summary some successful cases in other part of china , find out that the model of"land rent , contract transfer ,land transfer, land change, Joint stock"are not suit Chongqing right now, finally reach to a conclusion that the pattern of agricultural tenancy is the right way of land circulation in rural areas under the background of the urban-rural integrative, also analyze the policy supports to implement the pattern.
