In recent years, Beijing-Tianjin-Hebei Regions air pollution was extremely serious, and haze phenomenon happened more and more frequently and increasingly deepen seriously. The great pressure of environment was upon Beijing-Tianjin-Hebei Regions. The large scale haze weather continued to occur in this area, as the last rank in all country weather comparison. In the contrast, the air quality of Pearl River Delta Region is better, and rank in the front, which showed that these two areas had the same economic development level but in different environmental quality. Then the reasons how could this happen, anyone wondered, were in the paper. Based on the industrial and energy structure, this paper made a basic research for comparing the industrial structure, energy consumption structure and the carbon emissions between these two areas. This paper is divided into six chapters. The three, four, five chapters, main parts of the paper, are spread as follows:First of all, according to the total energy consumption in these two areas, with integrated carbon emissions coefficient calculation method, the model calculates the whole carbon emissions and divides by industries. The results show that these two areas have the very same GDP, but the carbon footprint of the Beijing-Tianjin-Hebei Region is far higher than the Pearl River Delta Region.Secondly, it would find the reasons in difference at carbon emissions, energy structure, energy efficiency, economic development, and population with LMDI decomposition method. Due to the large proportion of industrial carbon emissions, this paper also uses the LMDI decomposition to different industries. The results show that effects of economic development is the, while the effects of energy consumption intensity is the main factor in carbon emissions decreasing. Output share effect, according to the different industries, leads the diversity. Comprehensive energy emissions intensity effect and population effect impacts relatively small. However, the Pearl River Delta Region industrial structure is much better than Beijing-Tianjin-Hebei Region, which means the main causes are energy consumption intensity effect and output share effect.Finally, with the further extension STIRPAT model, it establishes the multi-factor logarithmic linear model to analysis the carbon emissions in Beijing-Tianjin-Hebei Region from a dynamic perspective influence. The conclusion shows that, GDP, population, industrial structure and energy consumption structure influent the area in long-term. Intensity of energy consumption increases the effect and the others decrease it in Beijing-Tianjin-Hebei Region.Therefore, this paper argues that, to improve the air quality of the Beijing-Tianjin-Hebei Region, it is not only to promote industrial structure upgrade, also have the need to change the structure of energy consumption, which is given priority in coal currently. And further improvements in energy saving technology, actively advocated the use of clean energy and the efficiency of energy utilization could achieve the green sustainable development.
