Research On Problem Of Regional Industry Transference Between Beijing And Heibei

After the "Twelfth Five-Year Plan", Beijing, Tianjin and Hebei joint development has risen to the national strategic level. Jingjinji area become another important area of economic cooperation zone after both "Pearl Triangle" and "Yangtze Triangle".As the most important growth-pole, Jingjinji area could drive economic development of north and whole of China.AS two important regions of Jingjinji area, Beijing and Hebei are provided with the basic conditions of fulfilling regional industry transference, regional industry transference between the two regions existing feasibility. The article is using Evolutionary Game Theory to analyze regional industry transference between the two regions, enriching theories about researching regional industry transference. And the article relates the most useful methods about it. The methods of researching the article contain paper-studies, case-studies, Evolutionary Game Theory-studies and qualitative-analysis combined with quantitative-analysis.Firstly, by studying the papers of some scholars, it found that papers of studying both Beijing and Hebei industry transference in game theory are few. Secondly, it do a comparative analysis of GDP, Per Capita GDP, GDP Growth, Total Fixed Asset Investment between Beijing and Hebei and found that economic differences exist between the two places. And it do another comparative analysis of Three Industry Contribution Rate and Employment of Three Industry and found that Industry Gradient differences exist between the two places. Through analyzing present situation.characteristics and advantages of Hebei undertaking Beijing industry transference, it found that currently there are three major problems:① Disorderly competition occurs among some undertaking cities of Hebei;②Industry contact does not close; ③ Hebei undertaking Beijing industry transference is affected by administrative divisions. Thirdly, it found that economic cooperation among some regions existing "prisoner’s dilemma" is a common phenomenon, same as Beijing and Hebei. It used Evolutionary Game of Game Theory to analyze industry transference problems between Beijing and Hebei. It concluded without outside interference the ESS between transferring regions and undertaking regions are (transfer, undertake) and (don’t transfer, don’t undertake), and the ESS between undertaking regions and undertaking regions are (transfer, don’t transfer) and (don’t transfer, transfer). Finally, thought studying successful case about "SHOUGANG" transference, the paper raised three solutions aiming at solving the problems of Hebei undertaking Beijing industry transference: ① in order to avoid vicious competition, cities of Hebei should play their own advantages and establish a rational division of labor coordination mechanism;② under the current administrative divisions, the role of markets should be played fully. ③industry should be developed coordinately and complementarily forming industry chain.
