Chain retail enterprises is an important component of the field of circulationn in our country as well as an important channel and platform for consumers to meet their needs of daily life. The standardization and scale of the operation in Chain retail enterprises made it has stronger survivability and growth rate compared with the single-store-type retail enterprises. Based on the characteristics of chain retail enterprise, the basic level employee in these enterprises not only create sales and obtain the direct profit, also has accounted for the vast majority of the share in the its personnel. However, as the basic level employee of chain retail enterprise has greater mobility and lower quality, how to effectively carry on the the staff performance appraisal of these people has become a problem facing many managers of chain retail enterprise. In order to improve conditions of the enterprise basic level employees performance appraisal in chain retail enterprise, the research, on basis of a large number of relevant literature, combined with the characteristics of retail employees, constructs the performance appraisal index system suitable for basic level employee of chain retail enterprise, screens and classifies the the index in the performance appraisal index system using the questionnaire survey method and factor analysis method, and measures the weight of the index by means of analytic hierarchy process after the classification. Then, based on the performance appraisal index system, the research designs the implementation process of employee performance appraisal index system of chain retail enterprises, completed the process of constructing basic level employee performance appraisal system of chain retail enterprise.The result of the study shows that the performance appraisal index system of chain retail enterprises should include 4 categories and 14 indicators. The categories of indicators were the financial index, the decision-making index, the process index and the customer index. At the same time, the research also elaborates of how to determine the evaluation criteria of the index of chain retail enterprises in the implementation of the performance appraisal process, and points out that enterprises should be based on its organizational structure to take the basic level human resource managers or shop manager as main body of performance assessment, as well as choice for reasonable period of appraisal according to the different performance appraisal index. At last, the research summarizes the way of utilizing appraisal result effectively.To ensure that the constructed performance appraisal system is scientific and effective, the paper finally tests the rationality of this system using regression analysis method. The 4 categories of performance appraisal index in performance appraisal system can be accepted by basic level staff in retail chain enterprises, and produce obvious incentive function to these people.
