High-tech industry is an important reflection of economic development in a country or a region, whose market potential is big, degree of industry correlation is high, technical level is high, and which has high additional value, less pollution and low energy dependence. Thus, it becomes a hot industry in countries all over the world. It has gradually become the strategic pillar industry of national economy development in Shandong Province, which impulses the industrial structure adjustment and industrial upgrading, and the increase of the core competitiveness growth. However, technological innovation is the important guarantee for it to continue its role. In the situation of the increasingly fierce competition in countries, whether the efficiency innovation of high-tech industry improve competitiveness depends on the the high-tech industry technology innovation efficiency.This paper summarizes the development and the status of technological innovation of the high-tech industry in Shandong Province. I adopt the method of data envelopment analysis (DEA) to calculate the technological innovation efficiency of high-tech industry in Shandong Province and other provinces in the country to study the technological innovation efficiency of the five major subdivisions of industry of the high-tech industry of Shandong. Then, I constructed a model about influence factors, which is based on the industrial characteristics of the technological industry innovation efficiency of high-tech, and take advantage of the panel tobit model to analyze the influence of characteristics of industry to technological innovation efficiency of the high-tech industry in Shandong Province. The result shows that:the technological innovation efficiency of high-tech industry in Shandong Province from 2007 to 2013 is generally higher than the national average level, except 2007 and 2012, the rest of the years are all above the national average.The technological innovation efficiency of five subdivision industry of the high-tech industry are also different, the electronics and communications equipment manufacturing is the highest, followed by electronic computers and office equipment manufacturing, aviation aircraft manufacturing, pharmaceutical manufacturing, medical equipment and instrumentation manufacturing. Industry characteristics, such as high capacity of export, the support of government and low level tax burden, have significantly positive influence to the technological innovation efficiency. The human capital of high-tech industry has the influence of inverted U type nonlinear relationship to the technological innovation efficiency. However, the enterprise scale and the introduction of technology has little positive influence to technological innovation efficiency high-tech industry in Shandong Province. Scale economies effect of the high-tech industry has not yet appeared in Shandong Province. The enterprise’ability of absorption and integration of the introduction technology is also obviously low. On this basis, I put forward the suggestions to promote the innovation efficiency, which can help the government make industry development policy in Shandong Province, moreover, can increase the scientific and technological strength of high-tech industry in Shandong.
