After the development of nearly thirty years, with the most significant features of science and innovation of technology, high-technology industry has become an important strength to promote the development of world economy because of its strong economic driving force in the era of knowledge economy. As an important symbol of technical strength and economic core competitiveness under the background of globalization, all countries participating in the international competition actively have put the high-technology industry as an important pillar industry to improve economic development, If china wants to improve the quality of economic development and achieve the transformation and upgrading of industry structure in the face of the new normal, she will pay more attention to the innovative development of high-technology industry. In recent years, based on the attention to high-technology industry payed by our country, the investment on technology innovation increases quickly and the high-technology industry technology innovation level haves achieved a huge enhancement, compared with the developed countries, the efficiency of technical innovation in our country has always been a weakness. Based on this, it is necessary to study on the high-technology industry technology innovation efficiency further, to realize the effective use of all kinds of innovation resources and improve the efficiency of technology innovation.Based on the technological innovation theory and the data envelopment analysis (DEA), this paper divides the process of technological innovation into technology research stage and Achievements transformation stage from the perspective of technological innovation value chain in combination with related literature at home and abroad, then this paper interpret the concept of processes of technological innovation and two child stages, based on the concept, the input and output of each process, we build the evaluate index system and form the evaluation system. In the model calculation part, through summarizing the traditional DEA method in measuring efficiency of technological innovation, this paper tries to take advantage of the new network chain DEA model (S-SBM models) combined with DEA window analysis researches the high-technology industry technology innovation efficiency of the selected 25 provinces in 2004-2010. in longitudinal study section, this paper analysis the regression between the process of the technology innovation and two child process by SPSS software respectively and shows the 25 regional division according to four quadrant diagram formed by calculating the coordination degree. Based on the these analysis this paper mainly forms the following point of view.1、S-SBM model results Combined with the analysis of the DEA window show that the high-technology industry technology innovation efficiency level have gained promotion in China during 2004-2010,the level of 2010 is 2.7 times than that of 2004, The national average is 54.93% which is not high. The selected 25 region average is 0.8680 which indicates that the differentiation phenomenon is obvious, to the standard deviation, it presents the trend of pretending during the seven years, in terms of specific areas, developed regions including tianjin, Beijing and guangdong rank ahead, but volatility is bad, hebei, liaoning, jilin and guizhou rank backward relatively, but volatility is good. There are the same trend between R&D phase and transform phase:regional differences is small relatively; in the terms of high efficiency region is very few and is volatility, the most of these region wandering in the low lever, the stability of transform phase is the best, the overall lever is the worst.2、There are different levels input redundancy and output deficiency phenomenon of regional technological innovation process. The promotion improved of R&D staffing、R&D funding internal spending、imitate innovation funding is 5.3%、3.4%、0.14% in turn. There is the waste of resources in the input phase, under the same lever input between independent innovation and imitate innovation, the efficiency of independent innovation is lower relatively. The indicator of New product sales income improvement ratio is 0, the new product exports improvement ratio is 5.9%, the result show that China’s high technology products need further improvement in the international market competitiveness.3、According to analyzing the Coordination of China’s high-technology industry technology innovation process, we found that technological innovation has basically achieved coordinated development of the whole process between two child stages in most regions, but there are still some areas showing the trend of imbalance in the innovation process. Individual regions shows higher overall coordination, but the specific period of imbalances exists also, which suggests that the lack of coordinated development of China’s high technology industry technology innovation efficiency play an inhibitory effect on overall innovation efficiency.
