High-tech industry as a pillar industry in China’s economic development, have come toembody our economic competitiveness, and scientific and technological level of an importantbenchmark. With China’s growing number of inputs to the high-tech industry technologyinnovation, it makes the technical innovation become the decision for the sustainabledevelopment of China’s high technology industry and the key factors affecting the regionaleconomic growth and regional competitiveness.In view of the importance of technologicalinnovation for high-tech industries, technological innovation efficiency becomes the key tohigh-tech industry development, so how to reasonable use technological innovation resourcesto improve the high technology industry technology innovation efficiency has become thedevelopment of China’s high technology industry problems to be solved, this also became thefocus of the study.By using super efficiency S-SBM model for empirical research on technology innovationefficiency of our high technology industry from a static point of view has shown that: threeregions of China high-tech industry technology innovation efficiency are apparent differences,national values of0.80, East, middle and West are0.97,0.61, and0.82, respectively. Regionsshow varying degrees of input redundancy and shortfalls in output, which technologyimprovements up to46.29%, improvement of output value proportion of10.39%. After usingthe Malmquist productivity index dynamic study of the technological innovation efficiency inChina’s high-tech industries shows that from a national perspective, TFP is primarily East high and central and West region low,7.6%maximum contribution of technological progressto TFP, and technological innovation efficiency only1.6%, hinder the growth of TFP further.Final convergence of China’s high-tech industry analysis found that the divergence is notevident in the eastern region, the central region followed a divergent trend, convergence insome districts in the West, indicating that our country high-tech industry technologicalinnovation efficiency has not achieved the internal differences of area reduction, coordinationof regional development are still a long way to go.This should speed up the transformation of technological innovation of China’s high-techindustry growth, optimize the allocation of resources. Focus on the high-tech industry takinginto account "software and hardware" improvements, infrastructure on the one hand,improving the infrastructure,achieving international advanced level, on the other hand is toimprove the management system, establish and improve the operational mechanism oftalented person, establish a rational introduction of digestion and absorption of newmechanisms, and through the "combination" mode to speed up conversion andcommercialization of high-tech innovation. For the regional of convergence,we should takefull advantage of East economic to implement technical penetration and technology diffusionto Central and Western regions, while Central and Western regions should adhere to " bringingin, going out" strategy, and enhance the efficiency of technological innovation in the region’shigh-tech industry by using the internal and external advantages.
