Urbanization Quality Evaluation Of National Key Development Areas

Key function oriented zoning plans territorial development, in which contains most urbanized areas in our country. This document mainly takes processing industrialization and urbanization exploit areas as emphasis, which mostly drive nationwide urbanization. With the urbanization stepping into rapid development stage, it’s time to switch the core from urbanization growth rate to quality promotion.In this thesis, a calculation method, Entropy Weight Method which specifically, Double Base Points, is presented to evaluate integral as well as classified UQ in18 urban agglomerations(regions) in the year of 2009 and 2013, it quotes UQ index system of national key development zones from Key Function Oriented Zoning and New Urbanization Plan, in which also, proposes certain access to UQ improvement.Insofar as integral evaluation, the UQ differences among urban agglomerations in national major development areas are significant, UQ reaches the highest level in middle and south of Heibei province, Central Plains Economic Zone as well as Hohhot-Baotou-Hubei-Yulin region, gets the lowest points in Central Guizhou Province, Beibu Gulf Economic Zone on the other hand. It classifies the whole into 5 categories through cluster analysis: From the year 2009 to 2013, the overall UQ seems to increase a little bit, not much however, some even back into its past; As the three economic zones mentioned earlier, UQ contributions mainly made from urban environmental quality, competitiveness, residents’ quality of life respectively by the means of single-target analysis; As for the urban agglomerations(regions), per capita GDP, available broadband Internet access, industrial structure, environmental protection have less impact on UQ improvement.In the respect of classified evaluation, key development areas are split into 5 groups: high-level UQ, mid-high level UQ, mid-level UQ, low-mid level UQ, and low-level UQ. During the 5-year period, the UQ of internal cities fluctuated brightly--among 114 cities, 50 cities incline to rise while the rest reduce. Except for western cross-strait and Hohhot-Baotou-Hubei-Yulin region, UQ level for central cities in regions peaks with the advantage of status, economy, transportation, etc.This thesis proposes that UQ improvement of key development areas is better linked to functional localization, strengthening central city radiation effects continually, putting Nodal Cities gathering ability of population and economy into action, combining with resources and industry advantages as well for upgrading and reforming, so that improve city’s service capability and concern more on ecological environment.
