Research On Moderate Scale Management Of Farmland In Coal Mountain Areas

China’s basic national condition is that a large population with scarcity of land. Under the household contract responsibility system, rural farmland is becoming increasingly fragmented gradually, which impacted agricultural production and hampered China’s agricultural modernization simultaneously. At present, China has entered a period of agricultural transition, moderate scale management of farmland is considered as a important way of promoting agricultural modernization, enhancing farmers’ income and ensuring food security,which is also the inevitable requirement of market economy development.This paper is taking the typical coal hill regions the research area, Zezhoucounty in Shanxi province,and doing theoretical and empirical research on themoderate scale of local crops. After summarizing five moderate farmland scale estimation methods, this paper decided to use the DEA method and lower bound as the calculation method. With analysis on the sample data by DEA method,we calculate the moderate scale management of local farmers.With both lower bound limit analysis of macroeconomic,we calculate the minimum of local farmers farming area.To sum up the above results,we confirmed the moderate scale management of farmland under the current conditions in ZeZhou County and made reasonable suggestions.The research followed three main conclusions. First, Zezhou is still in an early stage of development of farmland scale management. Implementation of the moderate scale management of farmland is an inevitable trend and is meaningful. Second, through the use of DEA method and lowest bound method, calculating out that farmers of Zezhou county and current productivity of arable land scale is best planted from 18 to 20 acres. Third, developing agricultural scale management requires multi-pronged, such as promoting the development and perfection of land system,service system,management bodies and infrastructure.
