The purpose of public employment services is promoting employment and protecting the Labour market’s operation.Public employment services is related with the efficiency of Labour market and the rationality of the optimal allocation of resources. Since the early 80s in China, the public employment service was provided. After decades of development it has basically completed the construction of public employment services system. But with the development of the public employment services, more and more problems began to emerge:unclear functional position, single supply subject, unbalanced development, the waste of resources, etc.This paper studied the efficiency of China’s regional public employment services. Firstly, it reviewed the research status of public employment services and introduced the development of China’s public employment services. Secondly the artical constructed the main model and the input-output index. Then this paper made a study on the efficiency of the public employment service in 29 provinces and cities in China by using DEA-Malmquist method. The results shows that:(1)The comprehensive technical efficiency of China’s public employment services is invalid, and showed a trend of decline. The comprehensive technical efficiency of the eastern region is significantly higher than that of the central and western regions. (2)The pure technical efficiency is low, and has been ups and downs. The public employment services’management level of eastern region is obviously higher than that of the central and western regions.And the management level of the western region in recent years has been effectively improved. (3)The scale efficiency of China’s public employment service showed a trend of decline. And the scale efficiency level of public employment services in the eastern region is relatively high. (4) Pure efficiency influenced the comprehensive technical efficiency most. (5)The TFP of China’s public employment services showed a trend of decline, and technical back is the main factor.Finally based on the conclusion of empirical study, this paper puts forward several suggestions on improving public employment services efficiency, and point out the deficiency and prospect of this paper.
