Poverty problem is one of the hot issues in China and even in the world. In general, experts usually study the problem of poverty from three aspects. They are the recognition of poverty, the measurement of poverty and the evaluation of returning policy. Poverty recognition is the foundation of the poverty problem. Although there are amount of scholars having put forward their own definition of the poverty line and the method of calculation, these methods are not unified for all the countries. So for the identification of Chinese rural poverty, that is to say the determination of poverty line, which is needed to be based on the income of rural residents in China. It put forward a feasible plan to meet the poverty of rural areas in China, by proposing the policy of poverty alleviation.As there many different definitions as poverty line and measurement methods and it is usually assumed that the distribution of population incomes is known. In this paper, we assume that the distribution of population income is unknown, we adopt the non parameter estimation method—ernel density to fit the income distribution function and to identify the poverty. Then measuring the poverty, getting the poverty incidence rate(FTG0),the poverty gap index(FTG1) and the squared poverty gap index(FTG2).Finally, based on GIC income growth poverty rate and growth curve of PGC for poor long-term effect, the effect of poverty and the returning to poverty effect judgment. Through all the index we mentioned to comprehensive evaluation of poverty in rural in China and to propose the suggestions on the policy of the government of our country.
