The Effect Of Financial Expenditure On Poverty Reduction In Key Counties Of National Poverty Alleviation And Development Work

Poverty is a global problem that needs to be solved urgently.Solving poverty is one of the effective ways to maintain world peace and stable development and promote human civilization and progress.At the same time,poverty has always been a major problem plaguing China’s economic development,and China has always placed poverty alleviation in an important position.By the end of 2018,there were 585 key counties for poverty alleviation and 46 key counties for poverty alleviation in Shaanxi Province.Nowadays,less than one year has elapsed before the goal of eliminating poverty and tackling key problems can be achieved by 2020.Poverty alleviation is at a critical juncture.In this critical period,to solve the problem of poverty,the Party and the government need to change their thinking,and constantly explore the road to poverty alleviation.As an effective way to solve poverty,government financial expenditure is of great significance to fulfill the task of poverty alleviation in key counties of poverty alleviation and development work.Based on the internal mechanism of fiscal expenditure and poverty reduction effect,this paper studies the effect of fiscal expenditure on poverty reduction in key counties of poverty alleviation and development in Shaanxi province.Firstly,on the basis of reviewing relevant literatures and theories on the relationship between fiscal expenditure and poverty reduction effect at home and abroad,the logical relationship between productive expenditure,nonproductive expenditure and poverty reduction effect is discussed.Secondly,on this basis,the relationship model between fiscal expenditure and poverty reduction effect is constructed.Third,based on the analysis of key county of Shaanxi province poor development work,based on the basic situation and the situation of fiscal expenditure,2012-2017 to key county of Shaanxi province poverty alleviation and development work related data,using simultaneous equations method,equations poverty,economic growth equation,agricultural expenditure equations,education spending equation,medical expenditure on health and social security expenditure equation,analysis of fiscal expenditure for the work of poverty alleviation in Shaanxi key poverty reduction effect.Finally,from the three aspects of the government,the farmers themselves,and the social forces,they propose countermeasures for poverty alleviation in the key counties of the national poverty alleviation and development work in Shaanxi Province.Firstly,it shows that the four sub-items of expenditure on agriculture,forestry and water affairs,education,health care and social security in the financial expenditure of key counties of poverty alleviation work have significant effects on poverty alleviation.Second,increase productive and non-productive expenditure in fiscal expenditure,improve the quality of life of the poor and promote rural economic development.
