The complex mechanism of poverty alleviation and the high rate of poverty alleviation among the population who have escaped from poverty are notable features of poverty in China.The objective fact requires us to carry out a dynamic analysis of the poverty reduction effect of the current pro-poor policies based on the overall situation.Therefore,the study of poverty should also be analyzed from a broader and deeper perspective.Especially in the current stage of the comprehensive tackling of poverty by focusing on "establishing documentary cards",such a study is especially important.Based on this,this paper divides the current precise poverty alleviation policies mainly based on "establishing documentary cards" into three categories,that is,poverty alleviation policies that promote the improvement of self-development ability of poor people,poverty alleviation policies that can broaden the channel of value of endowment factors in poor areas,Based on the analysis of the logic of the participating actors in the implementation of Poverty Alleviation and Development Policy,the Poverty Reduction and Transmission Mechanism for various policies is analyzed in detail.Based on the national poverty monitoring data from 2000 to 2015 and the use of SVAR,the model examines the poverty reduction effects of poverty alleviation funds under various policies and draws some meaningful conclusions.It also discusses how to improve the population self-development ability,the value of endowment factors and the coordinated development of industries in poverty-stricken areas.The structure of the full text is as follows:The first part briefly describes the background and significance of this study.Secondly,the current literature on poverty research is reviewed and briefly reviewed.The research results and shortcomings of existing literature are pointed out.This is also an important background of the study.Finally,The full text of the research content for a general introduction.The second part discusses the research of poverty from the perspectives ofwelfare economics,regional development economics and game theory.It is also the theoretical basis of this article.The third part studies the behavioral logic of all the participants involved in the precise poverty alleviation and development mainly based on the "establishment of a standing card" from their respective interests and responsibilities of power.Specifically analyzed the current five main participants in the implementation of poverty alleviation and development policy,that is,the responsibility and specific behavior of the government,the market,the community,the village community,the farmer households,and the construction of the game model between the government and the poverty alleviation department and between the poverty alleviation department and the farmer households analysis.The fourth part mainly studies the poverty reduction and transmission mechanism based on the three types of policies classified in this paper.Based on the concrete analysis of the conduction mechanism of each kind of policy and the implementation of the current relevant policies,the author analyzes the specific behaviors of all participating parties and makes a preliminary judgment on the effect of reducing poverty from the theoretical aspect,which lays a foundation for the empirical analysis as well.The fifth part constructs a structure vector auto regressive model(SVAR)to analyze the effect of reducing poverty.This part of the research and most of the existing relevant literature focus on the static poverty of the current poverty is different from the fact that the reality of poverty through the construction of a vector regression model(SVAR)to make up for the existing literature.The multivariate time series data obtained the structural impact response function from the SVAR model through the regression analysis of the single equation model,and dynamically evaluated the poverty reduction effect of the government behavior in the implementation of various kinds of policies.In the specific study,we use the poverty monitoring data from 2000 to 2015 to make empirical analysis and finally conclude the contemporaneous trend effect and long-term dynamic effect of poverty alleviation policy.The main conclusions arethree points.First,the existing poverty alleviation policies to promote self-development of the poor can reduce the incidence of poverty in the short term.However,in the long run,the impact on rural poverty reduction is very limited and the one-time impact on the response period of reducing poverty in rural areas is relatively short.Second,the existing anti-poverty policies that can broaden the channel of value of endowment factors in poor areas can reduce the depth of poverty in a short period of time.However,in the long run,the impact on rural poverty reduction is very limited,but it can reduce the intensity of poverty and the depth of poverty to a certain extent.Third,the existing pro-poor policies can effectively suppress rural areas Income inequality,and can promote farmer income,but the effect of poverty alleviation is not obvious.In the long run,the impact on poverty reduction in rural areas is uncertain.Finally,on the basis of the previous theoretical analysis and empirical research,we put forward policy suggestions to further improve the poverty alleviation effect of poverty alleviation policies by standardizing the participation of the main actors in poverty alleviation and development,enhancing the self-development capacity of the poor,broadening the channels for the value representation of endowment factors and promoting the coordinated development of dominant industries,So as to perfect the poverty alleviation system.
