| The construction of indemnificatory apartments is an important project concerning people’s livelihood. It is important to resolve low-income families’ housing problem. During the 12th five-year, China plans to build 36 million sets of indemnificatory apartments. Even so, China’s affordable housing coverage is only 20%,still a large gap compared with developed countries can not meet the needs of demand, this same situation exists in financial gap. According to the experience of ensuring housing construction in the foreign, it is necessary to introduce private capital in the construction of public housing. PPP can do it. Given the circumstances, the thesis introduces PPP model into the indemnificatory apartments project to narrow the gap of funds and the lack of a steady supply of low-rent housing. Firstly, the thesis analyses the sources of funds of the construction of indemnificatory apartments in China, and then proves that the introduction of PPP model is badly necessary in the indemnificatory apartments project.But the PPP model is not a panacea. It is necessary to use a reasonable evaluation model for analysis. From the aim of application, this thesis use VFM to introduce the PPP model. Firstly, this paper analyzes the importance of the use of VFM evaluation method. Then this paper conducted an empirical analysis on a case of price-limited housing in Beijing to described the application of VFM and validated the feasibility of it. Finally, the thesis provides gives some suggestions for the using of PPP to solve the problems faced by promoting this model.The applied study of PPP model on Indemnificatory apartments project not only complements theoretical research on financing mode of low-renting housing, but also has practical significance to proscribe people how to use the PPP model. |
