| The direct management houses are managed by the housing management departments at all levels on behalf of the government,which are mainly arranged to address the low-income groups and policy-appropriate populations,and have the dual functions of welfare and security.Indemnificatory housing in China includes three categories: low-rent housing,affordable housing and public rental housing.They were all built by the government to solve the housing difficulties of middle and low-income families.In a broad sense,direct management house can be classified as one kind of indemnificatory apartments,and it can even be regarded as the predecessor of indemnificatory apartments.Guangzhou is an ancient city with a long history and culture.There are nearly 110,000 sets of the direct management houses in the old city,in which parts of them are even historical buildings that contain rich historical allusions,major political events and treasured civilizations.In the new era,direct management houses are the important sources of indemnificatory apartments.The improvement of direct housing management is of great significance for invigorating state-owned assets and can guarantee people’s housing demand to the greatest extent.This paper attempts to summarize the existing research results through literature review and analyze the problems encountered in the direct management houses in cities and the their management situations in Guangzhou at different stages.Since the escalation in the aging structures,the complicated source of households and the lack of the entry and exit regulation as well as the management of direct management houses face many difficulties.With the background of the restoration of the old urban areas and the renewal of the cities,the house leasing markets should meet the multi-level needs of housing demand in the process of the urbanization of national central cities by excavating the potential housing resource,putting forward countermeasures of straightening out the property of direct housing management and leasing management,emphasizing the role of market and separating the functions of the government from those of the enterprise as well as perfecting the relevant laws,regulations,and supporting policies.Under the unified plan of strengthening and innovating of the social governance by the central of CPC and the government,it will create a new chapter in deepening the reform of the housing security system in the Great Bay of Guangdong,Hong Kong and Macao. |
