Study On Economic Cooperation Between Northeast China And The Republic Of Korea

Along with the deeper development of international economic communication, people are showing more interests in export-oriented economy. Export-oriented economy is an economic model between individual countries or regions, which allows market resources including commodities, capital, labor and technology to flow freely thus realizing the optimization of regional resource distribution. From classic to modern economy, from western to Chinese ones, from Martin Wolf’s to Krugman’s views of export-oriented economy in China and the practical experience, the essence of export-oriented economy is for market resources to break ties such as trade barriers and protectionism, bring on regional economic trade liberalization. The study is based on related theories of export-oriented economy, presents a systematic analysis of economic cooperation between Northeast China and the Republic of China, and proposes pointed strategies for the economic revitalization of Northeast China.Since Reform and Opening-up, export-oriented economy in Northeast China has undergone four different phases, Dalian in 1984, Liaodong Peninsula in 1988, Harbin and Changchun in 1990, revitalization of the northeast from 2000. This year happens to be the opening of the 13 th Five-Year, Northeast China should seize the great opportunity of establishing FTA between China and South Korea, advancing its economic cooperation towards export-oriented angle, which in turn would relieve the pressure of product surplus. In the mean time, it is wise to properly guide domestic capital into market and provide a good environment for capital globalization. Also it is recommended to study the influence of export-oriented economy on revitalization in northeast given the premise of international trade regulation and framework, combined with current economic situation, making Northeast China a“ gateway of Northeast Asia regional economy” and a “cooperation platform of economic technology”.The study mainly researches on the economic cooperation between Northeast China and the Republic of Korea. Through respective research on trade, investment and labor export, the study is capable of putting forward targeted strategies and reasonable suggestion. The main body is composed of four parts.The first part introduces related theories and past researches, including definitions of regional economic cooperation and cross-boarder regional economic cooperation, a comprehensive presentation of basic theories such as elements and regional division, FDI location selecting, New Regionalism and Geo-economics, also an organization of past researches and documents.The second part specifically displays current situation of economic cooperation between Northeast China and the Republic of Korea, which contains overall developing trend, three provinces’ respective developing trends on trade, investment and labor export. The third part provides an detailed analysis of existing problems and causing reasons, from the angle of trade, investment and labor export.The final part proposes pointed strategies to deal with problems presented previously, aiming at solving different problems raised from trade, investment and labor export. In the trade area, it is suggested to enhance institution establishment of China-Korea FTA and regional collaboration in order to promote industrial structure adjustment and international economic cooperation. In investment it is important to improve investing environment and realize diversification of foreign capital as well as optimization of FDI structure. While in labor export it is advised to build a market management system and social security system so as to establish a friendly environment for labor export.
