Cultivated land is a natural social economy complex with a variety of functions, and the material basis for survival and development of human society. With the advancing of China’s urbanization and expanding of the urban scale, a large amount of cultivated land resource has been encroached for the reason that people lack the all-round recognition of the multi-function of cultivated land and its value. Based on the macro-background of China’s industrialization and urbanization as well as under the conditions of decreasingly cultivated land quantity and quality, this paper deeply study the multi-function classification and value measure of cultivated land, and taking Changsha as an empirical research area to reveal the change rule of cultivated land’s multi-function value. To advocate the cultivated land utility values, enhance public awareness of social value and ecological value of cultivated land, and then realize the sustainable utilization of cultivated land resource. The main research contents and conclusions are as follows:(1)Referred to the related study results and based on the phase characteristic of multi-functional change of cultivated land in the process of urbanization, this paper is divided multi-functional value of cultivated land into economic output value, social security value and ecological service value.(2)Applied the mathematical statistics method to analyze the correlation between urbanization and cultivated land multi-function of Changsha during 1996-2012. The results showed that the urbanization is closely related to the various functions of cultivated land. With the further development of urbanization, various functions of cultivated land has declined, however, the multi-functional total value of cultivated land has constantly improved because of economic technology.(3)Applied multi-functional value quantification method to measure the cultivated land multi-functional value of Changsha. The results presented that based on time sequence variation, the multi-functional value of Changsha’s cultivated land fluctuated increased from 4755.90×108 Yuan in 1996 to 11002.09×108 Yuan in 2012, the main reason of the overall rising trend is constantly improvement of economic output value of cultivated land with the advance of economic technology, and the main reason of fluctuation is the declination of social security value of cultivated land under the declination of cultivated land quantity, as well as the increasing of off-farm income of farmers and improvement of social security. Based on spatial difference angle, the per unit area of the cultivated land multi-functional value and the total value of cultivated land function respectively, showing a decrease from the suburban district to outer suburb and the increase from the suburban district to the outer suburb in the regularity of Changsha during 1996-2012, the main reason is location and cultivated land resources endowment difference.
