Study On Multifunction Effect Of Cultivated Land And Compensation For Cultivated Land Protection In Huang-Huai-Hai Plain

As an important part of the terrestrial ecosystem, the cultivated land is not only the productive resource, but also the important ecological and social resource. With the rapid urbanization development, and the emergence of ecological and environmental problems, the multi-function effect of cultivated land has already caused attention of the whole society.. Therefore, comprehensively understanding and scientifically evaluating the effect and value of cultivated land is of great significance to promote the multi-functional utilization of cultivated land, realize the comprehensive effect of cultivated land and achieve protection of cultivated land. Firstly, this study built a theoretical framework of multi-functional cultivated land from the perspective of cultivated land use and need of cultivated land function. Then, by establishing the corresponding relationship between upper-level cultivated land function and output of cultivated land system, this study evaluated the operational effect of the cultivated land function. In addition, the productive function carbon sequestration function and water conservation function in Huang-Huai-Hai Plain was studied in this part. Finally, a new idea of compensation for cultivated land protection was proposed based on function effect. The main conclusions are as follows:(1) The multi-function of cultivated land is a kind of objective existence, and its reflection should be people oriented, which means the function should be manifested according to human’s need. In traditional study on the entire-function of cultivated land, it is difficult to sort out the complex relationships between various functions.While this study focus on multi-function from the perspective of the need of cultivated land function. Additionally, it is necessary to manifest the dominant function which accords with regional demand, which is helpful to bring the benefits of key functions of cultivated land and promote utilization and protection of cultivated land.(2) The comprehensive evaluation of the multi-function effects of cultivated land was evaluated. The results showed that, the output rate and the density of various function of cultivated land utilization system in Huang-Huai-Hai Plain increased continuously from 2000 to 2012. Besides, the cultivated land utilization system was basically in a sustainable state. Furthermore, because of the increasing systemic auxiliary energy input and environmental loading ratio of system function operation, the environmental pressure of cultivated land use system increased continually. As a result, the various functions of system were affected by negative external effects directly or indirectly. Thus, it proved that study on the multi-function of cultivated land should be conducted from the perspective of cultivated land utilization.(3) The study on the three functions of cultivated land in Huang-Huai -Hai Plain showed that the effect of cultivated land was quite different in different levels. Moreover, the functional effect of cultivated land in the study area showed obviously spatial differentiation. Through the analysis of levels of cultivated land function, this study made a clearer understanding to the function of cultivated land and the approach of improving function effects. Among the all functions in each level, practical production ability^ practical carbon sequestration ability and effective water conservation ability were functions which really make sense to famers’life, national food security, climate change mitigation, water resource regulation, compensation for cultivated land protection. In addition, various functions can be improved by transforming medium-and low-yield cultivated land, using land with eco-mode and reducing rainfall runoff.(4) Based on the theoretical framework of multi-function of cultivated land which is from the perspective of cultivated land use and need of cultivated land function, this study proposed a new idea of compensation for cultivated land protection. It is necessary to take both the need and the practical effect of cultivated land function into account, in order to promote the cultivated land protection as well as the multi-function exertion of cultivated land.
