Research On The Policy Implementation Problems Of Indemnificatory Housing With Smith Model

The reform and opening up has brought a sharp economic growth and the improvement of the level of urbanization.The overheating of economy caused the contradiction between the rapidly rising house prices and people’s real purchasing power is more and more outstanding. As a people-benefit policy, indemnificatory housing policy is an essential part of the social security system, it is also a necessary supplement to the market mechanism. It has an important influence on the promoting the social stability, safeguarding the interests of the masses, promoting the harmony between the government and the people and creating a good social atmosphere. As the main executive body of the national macroeconomic regulation, to provide high-quality public services and to solve the housing difficulties of low-income groups is the responsibility of the government.It is also beneficial to continue to move to the target of building harmonious socialist society.T city government has been actively committed to solve the problems of housing difficulties of low and medium-income groups. In accordance with the instructions, it continue to implement policies regulations which were issued by the country. Due to the work is in the initial stage of exploration, there is a great gap between the implementation effect of the indemnificatory housing policy and the actual demand of the low and medium-income groups of T city. This requires the government to rethink the problem of the policy implementation process. This paper use the literature review method, interview method and comparative study method, selecting the policy implementation problems of indemnificatory housing of T city as the research object. Using Smith Model to fully analyze the policy implementation problems and to seek the effective way to improve it. In order to build scientific, standardized, healthy and ordered indemnificatory housing management pattern and to achieve the goal of safeguarding the people’s livelihood fundamentally.This paper is divided into five parts. The first part is the introduction, mainly expounds the research background and significance, and introduces the research status at home and abroad, and putting forward the research methods and innovations of this paper; The second part is the definition of the concept of indemnificatory housing, indemnificatory housing policy and policy implementation, elaborating the four factors of Smith policy implementation model. And describe the regulation mechanism of the Smith’s policy implementation model in detail; The third part, by deeply understanding the implementation situation of indemnificatory housing policy of T city, points out the problems appeared in the process of policy implementation; The fourth part, analyzes the deep reasons of the problems in the indemnificatory housing policy implementation process by using the four factors of Smith model; The fifth part, puts forward the countermeasures to solve the implementation problem of the indemnificatory housing policy of T city.
