The Study Of The Indemnificatory Housing Policy, The Problems In Its Implementation Process And The Countermeasures In China

House prices too high, part of the housing difficulties of people has serious harmto the stable and healthy development of the national economy, but also it’s notconducive to social harmony and stability. Our country’s indemnificatory housepolicy is very good to ease the problems, but there ‘re still problems. So it’snecessary to analyze the existing problems of the implementation and discuss thecorresponding countermeasures.This paper is studied from the related public policy theory, fair theory, landvalue theory and the scientific concept of development to solve the problem. Inthe course of the study mainly adopts the literature study, comparative research,case analysis, investigation and study method. This paper is based on the currentindemnificatory housing policy of ZhuZhou city to analyse.In this paper, the autherhas done up the housing policy of Chinese history, especially since1994. Foreignindemnificatory housing policy has a strong reference. In the present indemnificatoryhousing policies exist seven major problems during the process of implementation.In this paper the author has made a profound analysis of the existence of the problemand the reasons.First, it’s to change the construction of the centralized model, and use thecommodity house in the district of the construction of the mixed mode. Second, it’s toposition the government’s functions. The government should pay special attentionto the things which they should grasp. The things which they shouldn’t grasp to letgo.Of course, the government should position itself as a policy maker, manager andsupervisor, and get away from the specific affairs. The government also should be themaker and maintainer of the related law. Third, it’s to lead the market institutionsand funds to involve in the construction of the indemnificatory housing. Thesecountermeasures should help indemnificatory housing construction out of the difficultpositions.At the same time it will be conducive to the healthy development of theeconomy and social harmony and stability.
