Research On The Performance Of Farmers’ Water Cooperation Organization In Heilongjiang Province

Farmers’ water cooperation organization, as one of the grass-roots service systems, is the main body of construction, management, and protection of the small rural water conservancy project, has the negligible effects on improving agricultural comprehensive production capacity, increasing farmers’ income, developing and prospering rural economy, protecting and improveing ecological environment. Under the background that water conservancy department increased the promotion of farmers’ water cooperation organization, the first farmers’ water cooperation organization was established in Longfengshan irrigation area of Heilongjiang province. By the end of 2014, it had set up 393 farmers’ water cooperation organizations in Heilongjiang province, had involved more than 1300 administrative villages, the number of participating farmers was more than 330000 households, irrigation areas of management were more than 5.1 million acres. Although farmers’ water cooperation organization had formed a certain scale in Heilongjiang province, but the development level of farmers’ water cooperation organization is uneven. To study the performance of farmers’ water cooperation organization in Heilongjiang province, supplements the gap of research on performance of farmers’ water cooperation organization in Heilongjiang province, expands the influence of farmers’ water cooperation organization, improves the effect of farmers’ water cooperation organization, at the same time, provides the policy-making reference to water conservancy departments and relevant institutions in Heilongjiang province, and provides some directions for the government to support and regulation, so standardizes the operation of farmers’ water cooperation organization, improves its operational efficiency.This paper was on the basis of combing and analysis of domestic and foreign literature review, used property rights theory, institutional change theory and autonomous governance theory as the theoretical basis, selected 44 farmers’ water cooperation organizations in Heilongjiang province and 264 members as the research object, and used literature research, survey method(interview method and questionnaire), combining quantitative and qualitative analysis to conduct in-depth research. First of all, analyzed the present situation of the farmers’ water cooperation organization in Heilongjiang province, pointed out that the numbers of farmers’ water cooperation organizations and water demonstration organizations are small; the development level of farmers’ water cooperation organization is uneven; the forms of farmers’ water cooperation organization are diversified; played a role in the construction and management of irrigation and water conservancy. Second, this paper analyzed the existence questions of farmers’ water cooperation organization in Heilongjiang province, discovered that there is the obstacle problems on its operation and management, included management was lack of independence, decision was lack of democracy and supervision was lack of effectiveness; members of farmers’ water cooperation organization existed deviations in understanding the performance of farmers’ water cooperation organization, members did not know, not satisfied, thought its unnecessary to set up; irrigation canal system engineering foundation of farmers’ water cooperation organization was poor; construction fund of farmers’ water cooperation organization was serious shortage. Third, this paper used accelerating genetic algorithm based on real number encoding of projection pursuit classification model to analyze the performance of 44 farmers’ water cooperation organizations in Heilongjiang province, according to the size of the projection values to sort, then used Fischer optimal solution method to clustering analysis for 44 farmers’ water cooperation organizations, the results showed that the performance of farmers’ water cooperation organization was generally good in Heilongjiang province, but more than a third of 44 farmers’ water cooperation organizations’ performance was still poorer. Then, this paper analyzed the six factors that influenced the performance of farmers’ water cooperation organization in Heilongjiang Province, included water canal construction was inadequate; lack of government support; management of irrigation water was not in place; member’ participation rate and satisfaction rate were low; economic benefits were not obvious; the formation and operation of farmers’ water cooperation organization was not standardized. Finally, this paper put forward the suggestions to optimize the performance of farmers’ water cooperation organization in Heilongjiang province. First, transfer engineering property of the area of farmers’ water cooperation organization appropriately; second, clear the role and status of government in the farmers’ water cooperation organization’ operation; third, improve awareness and participation of members; fourth, expand capital sources of farmers’ water cooperation organization and improve its capital management mode; fifth, choose and innovate the suitable development model of farmers’ water cooperation organization; sixth, complete the supervision system of farmers’ water cooperation organization from interior and exterior.
