The Research Of Regional Science Popularization Ability Dynamic Assessment Based On Projection Pursuit Model

Science popularization ability is public administration by the government through to the popularization of science and technology,provide the comprehensive strength of the popular science products and services to the public.Strengthen the construction of the ability of science,is the important foundation of improving the public science literacy,is to enhance the independent innovation ability and the important guarantee of promoting the construction of an innovative country.Therefore,to evaluate the effect of science popularization of science,with reasonable allocation of resources effectively,further improve the efficiency of the science popularization,has the very vital significance.This article is divided into five parts.The first part combed the relevant research results both at home and abroad,and lay a theoretical foundation to the research of this article;The second part of our country regional science popularization ability as the main research object,draw lessons from the related research results,the scientific evaluation to define the concept of;,on the basis of the third part of the primary index system,using flair and correlation statistical analysis methods such as screening index,from science,popular science venues,popular science funds,media and science activities,five aspects to build the evaluation index system of regional science popularization ability in our country;31 provinces and cities in China in 2015 in the fourth part of the data using the projection pursuit evaluation,comprehensive evaluation method for static R software programming language of genetic algorithm is applied to estimate the optimal projection vector projection pursuit,the penalty function method is adopted to deal with the constraints of the projection pursuit model,optimal projection vector obtained by iteration,get the results of static evaluation data section in 2015;The fifth part aiming at the shortcomings of the static evaluation,explores the comprehensive evaluation method based on panel data,studied the dynamic comprehensive evaluation model based on panel data,the innovative of projection pursuit method was improved,and applied to the panel data of the dynamic comprehensive evaluation,and using the modified projection pursuit method to 2008 to 2015 of China's regional science popularization ability for dynamic comprehensive evaluation;The end of the article is based on the analysis of the results of dynamic evaluation of regional science popularization ability,from infrastructure construction,scientific management system,science media three aspects put forward the corresponding countermeasures and Suggestions.This article research conclusion is as follows:first,in the scientific,systematic,operability,independence,in principle,by sifting through building the evaluation index system of regional science popularization ability;Second,the evaluation results show that regional science ability level roughly on the space in our country present"on both sides of high,intermediate low,"popular science ability is higher,the eastern and western provinces and cities in central and science popularization ability is relatively backward;Third,the empirical analysis results show that the dynamic comprehensive evaluation is superior to the static evaluation.Dynamic comprehensive evaluation method to the ability of science as a change the system,to a more comprehensive analysis and comparison of regional science ability.
