With the growing of population in our country, people’s demand of food is gradually increasing. In pursuit of grain production, large quantities of pesticide and chemical fertilizer was applied. Combined with the surface vegetation destroyed, agricultural non-point source pollution has been caused with the increasing agricultural waste,serious soil erosion and water pollution. Relatively scattered, agricultural non-point source pollution in the spatial distribution of the pollution are greatly influenced by geography, weather, hydrological conditions, variety and migration law contamination is very complex, difficult to monitor. Among them, the agricultural non-point source pollution has been affected by the land use type change process, make the basin runoff mechanism change, resulting in river basin water environment change, the agricultural non-point source pollution of key influencing factors.In this paper, the study area is the city of Jiamusi, located in northeastern Heilongjiang Province, which has good geographical environment of fertile land and rich resources, and Jiamusi is the major grain producing area. Jiamusi settled in Sanjiang Plain, one of China’s major grain production and commodity processing centers. But the non-point source pollution is still more and more severe. In addition, the Jiamusi City area of large, complex terrain, agricultural land use structure is very active from the entire layout, structure point of view there is still a lot at the unsatisfactory. Research shows that agricultural n onpoint source pollution is an important component of the system affect the quality of the ecological environment of the city of Jiamusi. Therefore, investigate the effect of changes in agricultural land use structure of agricultural nonpoint source pollution.To solve these problems, I carried out the research of Nonpoint Source Pollution:(1)Some theories of multidimensional critical regulation and control, and other theoryies involved are talked. Including critical control theory, coordination theory, ordered the three principle ideas. And it describes the content of the above concepts, the theory and the three-point source pollution is connected to the Department of Agriculture, through the Agricultural Structure in Jiamusi City, multidimensional analysis, optimization of industrial structure of agriculture to provide enough theoretical premise.(2)Analysis the agricultural industrial structure multidimensiona, build the index system of Jiamusi City agricultural industry layout multidimensional critical regulation model. The system is able to reflect the characteristics of Jiamusi City agricultural structure. On this basis, the use of multidimensional critical regulation of the theory, structure of agriculture industry structure model of multidimensional critical regulation indicators to study the effect of a change in the value of the target dimension of economic efficiency. Analyze the relationship between economic and other dimensions and dimensional analysis versus another. Comprehensive economic effi ciency as a measure of inter-dimensional exchange index comparative analysis, in order to further benefit analysis between the five-dimensional, and provide a unified basis to quantify and determine the value of other four-dimensional objective function through its impact on economic indicators, so the next regulation model of multidimensional critical regulation effectively overcome the various measures, the comparison is not possible between different indicators analyzed in this storm.Some conclusions briefly as follows:(1)Multidimensional analysis of Jiamusi’s agricultural industrial is made. Determine each dimension can best reflect its index properties as dimensional characterization of the regulatory indicators, and to establish multidimensional critical regulation index system. The index system can more fully reflect the characteristics of Jiamusi City Agricultural Industry Structure System.(2)Calculated to achieve the target dimension benefit maximum use scheme plan0, and to plan0 as the foundation analysis of agriculture with content, grain and the main non-staple food production, agricultural non-point source pollution standard emissions, area ratio and economic benefits of planting and breeding, the relation curve is obtained by using the multi-objective decision-making.(3)In this study, the combination regimen given within a reasonable range of 20 indicators of regulation set by calculating its comprehensive benefits, combined with social sustainable development strategy, the proposed program will dimension the value of each program P9 as the 2020 target peacekeeping Regulation.(4)This paper analyzes the way to optimize the agricultural structure adjustment, so as to effectively improve the agricultural non-point source pollution and further intensified, verify adjustment of agricultural structure impact study regional agricultural nonpoint source pollution. By Jiamusi City Agricultural Industry Structure multidimensional critical regulation to give the 2020 water use multidimensional critical regulation the best solution, and proposed to promote the optimization of industrial structure of agriculture Jiamusi City Comprehensive safeguards and recommendations.
