In the long-term process of paying attention to point source pollution, agricultural non-point source pollution has been neglected by scholars and government for a long time. Therefore, it is becoming the country's most serious environmental problems .The detection of non-point source pollution is very difficult due to the characteristics of agricultural non-point source pollution such as dispersion, concealment, randomness and uncertainty. Agricultural non-point source pollution can have several components according to its source, including fertilizer and pesticide pollution, soil erosion pollution, and solid waste pollution..Agricultural non-point source pollution has been seriously taken, and scholars gives a lot of researches on it. But most of them tend to engineering and policy guidance classes,and they did not play a fundamental role in controlling non-point source pollution. This article attempts to analyze agricultural nonpoint source pollution from an economic point of view and proposes to alleviate the agricultural nonpoint source pollution in some of the recommendations. This paper is organized as follows:Chapter 1 is the introduction of this paper, it proposes issues raised and research background, and then reviews the domestic and foreign research results, and finally describes the significance of this study.Chapter 2 analyzes the agricultural non-point source pollution has a characteristic of spatial and temporal.The first part of this chapter researches the related concepts of the agricultural non-point source pollution,including the concepts,characteristics,and hazards.Finally, according to the index system of agricultural non-point source pollution it analyzes the spatial and temporal characteristics.Chapter 3 analysis the economic causes of agricultural non-point source pollution, on this basis, it comes to the result that"market failure" and "government failure" cause farmers to use environmental resources irrationally, so that environmental resources can not get Pareto optimal configuration, and then agricultural non-point source pollution continue to get worsen.Finally,we can reduce agricultural non-point source pollution by presants'rational use of environmental resources.So we should strongthen the presents'concept of sustainable use of natural resources.Chapter 4 is the empirical test between economic development and agricultural non-point source pollution.This chapter first determines the cause of agricultural non-point source pollution, and quantifies the representative sources of pollution; secondly, selects the representation of agricultural non-point source pollution indicators to analyzes the internal relations between economic development and agricultural environment, through the regression analysis to test their relations.Chapter 5 analyzes the changing process of controlling policies of agricultural non-point source pollution and prolems of it.Chapter 6 describes the economic measures of controlling agricultural non-point source pollution. Including the use of tax measures, subsidies, emission trading and the use of deposit - refund means and so on.The main conclusions are as follows:1,The contribution of non-point source pollution to the environmention is increasing more than point source pollution gradually, so it has becoming a major environmental issue to solve.2,According to the regression of representation indicators of environmental pollution and economic growth,the analysis result shows that there is interdependence between them.Economic growth will bring environmental degradation in some degree. Therefore we must take some measures to control non-point source pollution when focusing on economic growth.3,The past measures to control non-point source pollution are in favor of policy guidance and project monitoring, which have not play a fundamental role to alleviate the environmental pollution. In this paper, it analyzes from an economic point of view, and we can control pollution by changing the blind behavior of farmers. Specific measures include the use of tax measures, subsidies, deposit - money means and emissions trading.These economic instruments have a certain scope,and they must be adapted to local conditions to achieve a multiplier effect.
