At present, the industrial pollution from point source have been controlled under the continuous efforts of effective governance with the help of the government and society, agricultural area source pollution has become the main factor that causes water pollution, which caused the great attention of experts and scholars both at home and abroad. Water pollution that caused by the agricultural area pollution has seriously affect the food safety, drinking water safety and people's health, which seriously restricts the sustainable development of social economy. The disadvantage of high degree in agricultural intensification in eastern and central important river basin has been greatly exceeded the industrial pollution source. Therefore, the prevention and control of agricultural area source pollution is becoming not only the top priority of environmental management but also the research focus and regional sustainable development of agricultural modernization.Chaohu Lake that is located in the middle of Anhui province is one of the five largest fresh water lakes in China. Its superior geographical position, good ecological environment and rich natural resources have provided powerful motivation for the economic and social development of the basin. Chaohu lake basin is the main water body of Hefei, Chaohu city; one of the main water sources of water, the water quality condition has direct influence on the achievements of local social and economic development. Over time, because of the Chaohu lake basin is a high level of economic and social development in Anhui area, low average cultivated land less, land intensive utilization degree is higher, the unit farmland find somewhere in the national front row. Heavy use of fertilizers and unreasonable cropping system not only restrict the development of agricultural economy but also excess nutrients into the environment, pollute the soil, water and air, which has a serious threat to regional environment quality. At present, the Chaohu Lake and river basin ecological environment has suffered serious damage, including Lake Basin sedimentation and deterioration of water quality, which has become a typical eutrophication lake in the middle or lower reaches of the Yangtze River. To solve the problem of water pollution in Chaohu lake basin fundamentally, it is very necessary to strengthen planting non-point source pollution investigation method, the research of non-point source pollution control and pollution prevention and control technology.This research mainly relies on the resource and environmental economics, ecological economics and sustainable development theory, based on the analysis of Chaohu lake basin on the present situation of agricultural non-point source pollution, agricultural non-point source pollution control of Chaohu lake basin agricultural planting structure optimization problem is transformed into this research:In the established restriction of agricultural crops area pollution under total amount, how to through the optimization of the seeds of various crops to achieve the maximization of economic benefits. Based on previous research results, put all kinds of constraint parameters into the objective function and determine the optimization model of planting structure the agricultural non-point source pollution control under. Refer to all kinds of agricultural production dates collection about Chaohu lake basin and analyze them; calculate the relevant parameters in the model. Through the calculation of the constructed model, to build the model to obtain the optimum solution of agricultural planting structure optimization, the analysis model can better simulate the agricultural non-point source pollution control of Hefei city agricultural planting structure optimization, and the result of the simulating analysis of the model, put forward the Chaohu lake basin under the condition of agricultural non-point source pollution control of planting structure optimization path:Chaohu lake basin planting should all adopt the clean production technology (measured soil fertilizer and organic cultivation), keep the area sown to grain in 530000 hectares of land, fruit land remain at around 27000 hectares; Keep around 75000 hectares for vegetables; Cotton prices rebound after expand cotton planting area in dry land.
