At this stage to solve the contradiction of land scale management and decentralized family land use system was a major problem in the rural reform and development. Study on the lawful and orderly transfer of land use rights will be contributed to further stabilize and improve the land contract relations and the rational adjustment of rural industrial structure, and to maintain rural social stability. Therefore, the study on rural land transfer in Zhaozhou county will promote the effective transfer of rural land. Therefore, this research taked Zhaozhou county as the research object, on the basis of land rent theory, the institutional change theory and the land property right theory, using the method of combination of literature research and empirical research, qualitative analysis and quantitative analysis, the problems of rural land transfer in Zhaozhou county were researched. So this research had important and practical significance to promote the rational and orderly transfer of rural land, the industrial convergence and urbanization and the increase of farmers’ income and agricultural labor productivity in Zhaozhou county.In this study, based on the existing data of rural land transfer in Zhaozhou county the interview and questionnaire survey were conducted on 141 farmers in Shuangfa town, Yongsheng Town, Erjing town and Yushu town of Zhaozhou county, Heilongjiang province. After collating and analyzing the relevant data, the analysis results to the current situation of rural land transfer in Zhaozhou county showed that the circulation of rural land in Zhaozhou county speeded up; the scattered small area circulation and concentration scale circulation coexisted; land transfer forms were diversified, but the main forms were still the subcontracting and leasing mode; the period of land circulation was still mainly based on short-term circulation; after the land transferwas still growing food crops; the benefits of land transfer began to show, and so on. Based on the analysis of the current situation, the existing problems of rural land circulation in Zhaozhou county were discussed. The analysis results showed that in Zhaozhou county the rural land transfer procedures were not standardized; the transfer of rural surplus labor force was not smooth; the work of land registration certification was carried out lag and slow; the guiding and leading role of cooperatives and other new types of business entities was not obvious; the lack of scientific production and management concepts of farmers impacted on land transfer etc..Based on the analysis of status and existing problems of rural land circulation in Zhaozhou county, by establishing Logistic regression model the SPSS20.0 software was used to analyze the influencing factors of rural land transfer in Zhaozhou county. The analysis results showed that the proportion of agricultural income in total household inc ome, age of householder, the area of agricultural production management, land circulation period and land transfer price was the significant influencing factors of land transfer.According to the problems and empirical analysis results of rural land circulation in Zhaozhou county, the suggestions promoting the reasonable and orderly transfer of rural land in Zhaozhou county were put forward. The countermeasures are as follows: accelerating the establishment of standard land circulation system, increasing the transfer of rural surplus labor force, accelerating land ownership registration and certification work in order to protect the legitimate interests of farmers, improving the service and guide ability of the agricultural cooperatives and other new business entities of land circulation and improving farmers’ cognition of land circulation through publicity and training.
