Fiscal Burden Balance And System Design In The Process Of Urbanized

With the acceleration of China’s reform and opening-up process,gradually formed a new labor force. Which is herein referred to migrant workers.They constitute an important force in China’s modernization,promote China’s economic restructuring contributed.With the continuous economic development, social production lifestyle changes and the completion of the conversion of intergenerational relationships,their own interests and needs of migrant workers is also undergoing profound changes.In the next period of time,people of migrant workers is an inevitable trend and direction,but now the people of migrant workers in the process,faced with many obstacles:such as binary household registration system,dualistic social security system.Lack of professional skills.These problems seriously hinder the process of peasants,so government must adjust some system design to effectively promote the people of migrant workers.Realize the true meaning of public service equalization.In the process of conversion of migrant workers to the citizen,there is no doubt will increase the financial burden on the government.In this paper,we mainly take the social insurance as main,migrant workers housing and their children’s education as the supplemented financial burden to description.Firstly,I summarized the related theories, at the theoretical level confirmed that the social insurance for peasants in the process involved in the project, the government has the responsibility to take to be addressed.Second,I analyzes the current situation of the related projects in rural.Found that the participation of social insurance of migrant workers is still at a low level, and the security of the project is not perfect;Before giving the countermeasures, I first conducted a reason analysis, mainly due to the following aspects:First, the existence of the binary household registration system; the second is the implementation of the binary social security system;the third is the land system is not perfect.In addition to the above system, intergovernmental fiscal burden structure and transfer payment are also the factors that hinder the process of urbanization.Finally, to our national conditions as the basis, combined with the British and Japanese rural experience, some suggestions are as follows. First, the reform of the household registration system, through the reform of the household registration system,the migrant workers can enjoy the same treatment of public services. Second is the top-level design of social insurance system, in the top-level design process to adhere the rights and interests of the migrant workers in the first place, and to security and household concept phase out of touch, more to join the fair idea. The third is to carry out land reform, in China’s current land policies, farmers only on land have "right to use" rather than "disposal", we can through the reform and innovation of rural land, and make an inventory of land owned by the farmers "dormant capital", and do nothing to help the peasants in the process. Four is to reform the employment security system of migrant workers, so as to create favorable conditions for migrant workers in stable employment and reasonable wage growth. Also through perfecting government cost sharing mechanism and the affluent areas to poor areas of horizontal transfer payment, achieve better local government financial balance, thus more effective implementation of peasants.In the research methods of this paper, I combined the qualitative research and quantitative research together. By using qualitative analysis method, established in the process of citizenization of migrant workers social insurance provided by the financial mechanism, financial and institutional constraints of migrant workers and members of the public. At last, the establishment of migrant workers and members of the public system of effective supply of public service. Through the quantitative research, the fiscal cost estimates should take in the process of rural government.
